From Jerry: Ruled out is a harsh term. We do not have a case on Sybil, but on the DOE flyer, she is listed as White. In NCIC she is listed as Black with a notation that she is "LBR" NCIC code for a light complexioned black. She is also listed as having a scar on her right arm but no other description. Valentine Jane is listed as having only a scar on the left hand plus the tattoos. The original reconstruction of Valentine Jane, the black and white one, is probably the most accurate. I reviewed the morgue shots and her face was bruised but not that badly. She cleaned up well and all the artist really had to do was open the eyes. The only other disclaimer in my mind is NCIC does not have dentals on either girl, but Sybil is described as having "buck" teeth whereas Valentine Jane had "excellent" teeth according to the DOE flyer, but there is no mention in our files about her dental characteristics. I cannot be certain looking at the Doe Flyer but it appears that Sybil has some kinkiness in her hair whereas the hair on Valentine Jane was very fine and very straight. Even though we do not have a case on Sybil, I can check her through the databases. I do not believe this would be a match given the information recorded, but I have forwarded this on to my contacts in Monroe County. |
