Clothing/Jewelry Description: Blue jeans and a blue or gray sweatshirt. Medical Conditions: Reyes is mentally disabled and cannot care for himself. Details of Disappearance Reyes was last seen at the Harlem Valley Psychiatric Center in of Dover, New York, at approximately 7:00 p.m. on November 10, 1989. He was being treated at that facility on a voluntary basis for his mental disability. Reyes has never been heard from again. His case remains unsolved. Louis Hernando Reyes When staff at the former Harlem Valley Psychiatric Center in the Town of Dover went to find Louis Hernando Reyes in his room Nov. 10, 1989, he wasn’t there. It had been two hours since anyone had seen him around dinnertime. His parents had come to take him home for a day, but he was gone. Reyes, a voluntary patient, was known to wander across the vast campus, said Troop K’s Roidl, lead investigator on the case. Reyes was found 10 days earlier roaming a nearby parking lot in the rain, wearing two other patients’ clothes, in a disoriented state of mind, according to his case file. Reyes had a mental disability and could not care for himself. The psychiatric center, next to the Harlem Valley-Wingdale Metro-North Railroad station and about an hour’s walk to Connecticut, provided ample opportunities for the then-23-year-old Reyes to travel far from the facility, Roidl said. He said the only recent information state police investigators have received about the case was an inquiry made by the Norfolk, Va.., Medical Examiner’s Office in 2010. The office had remains, but it wasn’t Reyes, Roidl said. Using dental records and DNA, he was ruled out. “It’s been 24 years, and there are still no answers,” Roidl said. “We would welcome any help the public could provide toward closing this case and bringing the family some closure.” Reyes is a Hispanic male, with brown hair and brown eyes. Twenty-seven years later, state police are still seeking answers about the disappearance of the then-23-year-old Dover Plains man. Reyes was reported missing from the former psychiatric center in Wingdale on Nov. 11, 1989. He is one of 14 individuals since 1973 who have been reported as missing from Dutchess County and are still missing, according to the National Missing and Unidentified Persons System. Reyes, who would be 51 years old, was last seen at the center the day before, on Nov. 10, wearing a blue or gray sweatshirt and jeans. According to Journal archives, when the staff went to his room that evening he was not there, and it had been two hours since anyone had seen him around dinnertime. In November 1989, Reyes stood 5-foot-6, weighed 152 pounds, and had brown eyes and brown hair. A voluntary patient at the facility, Reyes had a mental disability and could not care for himself, according to Journal archives. In a 2013 interview with the Journal, police said Reyes was known to wonder across the center's large campus. Ten days before his disappearance, Reyes was found in a disoriented state roaming a nearby parking lot, wearing two other patients' clothing. The psychiatric center closed in 1994. State police Troop K, which covers Dutchess, Putnam, Columbia and Westchester counties, is currently handling 53 cold cases involving either a missing person, unidentified remains, or a homicide, according to state police spokeswoman Trooper Melissa McMorris. The investigation is ongoing, and state police are asking for the public’s assistance. "All tips have the potential to lead to another," McMorris said of cold case investigations. "If anyone recognizes our missing person, believes that they remember seeing him/her on the day they were reported missing, or has any other piece of information related to our cold cases, we would like for them to call us." Numerous leads from the public have been explored, according to police, including tips that have led law enforcement to Connecticut and New York City. Anyone with information regarding the investigation is asked to contact the New York State Police Bureau of Criminal Investigation in Dover Plains 845-677-7300, and refer to SJS No. 3018486. All calls may be kept confidential. "We don't closes cases like this and we don't forget our victims or their families," McMorris said. "We use every resource we have available to help further our investigations." Missing persons Since 1973, 14 individuals have been reported as missing from Dutchess County and are still missing, according to the National Missing and Unidentified Persons System (NamUs). On Sept. 12, 1973, Sheryl Tillinghast, of Wassaic, disappeared at the age of 17. Gaetano Vallese, of Fishkill, was last seen in May 1979. He was 34 at the time. On Jan. 13, 1985, Mark Kommel, of Poughkeepsie, went missing at the age of 36. On June 24, 1988, Poughkeepsie’s Rocco Recchia went missing at the age of 65. Louis Reyes was 23 when he was last seen Nov. 10, 1989, in Wingdale. Leonard Romanelli, age 6, disappeared from Beacon on Aug. 7, 1992. At the age of 54, Poughkeepsie’s William Neilson disappeared on Nov. 13, 1995. On Sept. 1, 1997, Michelle Eason of Poughkeepsie disappeared at the age of 26. Arthur Deering was last seen in Beacon on June 20, 1998, at the age of 46. Anthony Urciuoli was 31 when he was last seen in Poughkeepsie on Jan. 24, 2001. Jerry Smith, of Poughquag, was last seen Oct. 3, 2004. He was 62 at the time. Rohan Brown, of Poughkeepsie, disappeared Aug. 7, 2008 at the age of 25. Poughkeepsie’s John Morgan was last seen on Feb. 1, 2014. He was 53 at the time. On April 2, 2015, Poughkeepsie’s Michael Stafford went missing at the age of 29.
