Approximate Height and Weight: 5'8 - 5'10; 150-160 pounds Distinguishing Characteristics: Lean build. A healed fracture was detected on the left side of her nose and a healed injury on her right knee. Dentals: She had a pronounced overbite. First molar missing from the right lower jaw which has a well healed socket; no dental restoration present; five teeth missing postmortem but have no damage to the sockets. Clothing: No clothing located. Other: Possibly Caribbean native. Her hair tested positive for cocaine. -------------------------------------------------------------------------------- Case History Because she was found close to the Edgefield County line, officials speculate she might have come from a migrant camp in peach country. Her murder may be related to several other unsolved cases of unidentified African-American women in Aiken County, including Jackie Council's homicide and Case File 46UFSC. All three victims were located unclothed and were approximately one-half a mile from each other. The imprisoned serial murderer Henry Louis Wallace has been questioned in each of their deaths, as he admitted to assaulting and murdering African-American women in the South Carolina region in the early 1990's. Wallace admitted to killing eleven North Carolina women and one South Carolina female. ID may aid inquiry into serial murders By LANE FILLER One family's mystery is over but a new investigation has begun, centered around three dead bodies found in a half-mile area. One of those bodies has been positively identified after eight years of investigation. Jackie Council had been missing since November of 1986. At 11 a.m. Tuesday morning, Aiken County Coroner Sue Townsend told Ms. Council's family that she was no longer missing. Townsend's office declared that skeletal remains found on the banks of Shaw's Creek in 1991 have been positively identified as those of Ms. Council. Unfortunately, that still leaves many questions unanswered. Ms. Council was one of-three dead women found, in that area, and the first to be identified. All three were young females, all three were found without clothes, and Townsend suspects murder in each case. She has confirmed that suspicion on one of the unidentified bodies, through an autopsy "The fact is, we have a person who has dumped at least three bodies in similar circumstances in the same area," said Townsend, raising the possibility that there is a serial murderer on the loose. "This is the first step to finding out who did that." Ms. Council disappeared in November of 1986 after dropping the youngest of her four children off at school. Her remains were found by a logging crew on March 22, 1991, and a plastic cast of her skull was made and publicized in 1993. "From the first, there were people who said it looked like Jackie Council," said Townsend. 'At one point one of Ms. Council's children was walking past my office on unrelated business, saw the bust on my desk, and said it looked like his mother." Council was born in 1956, and was 30 when she disappeared. She did not work, and had never been married. "She was a homebody," said Townsend. "She stayed home and took care of her children." Then, in 1997, University of South Carolina professor and forensic pathologist Ted Rathbun performed a test called superimposition. The skull was compared with a picture of Ms. Council using two cameras. The process involves comparing eight basic planes and 34 points to find out if the photo and skull represent the same person. After Rathbun did the comparison, he was convinced that the skeletal remains were Ms. Council's. Superimposition, a science invented in China, is accepted in the courts and has an accuracy rating of over 99 percent. In addition, Townsend attempted to get DNA testing done, but the remains were brittle and marrowless, making a positive DNA identification all but impossible. Having exhausted all possible avenues, and as certain as they could possibly be of the facts, Rathbun and Townsend met with Ms. Council's family Tuesday morning and told her four children, sisters, and aunts that their beloved had been positively identified. Ms. Council's mother, who lives in New York and is not well, had hoped for years, bolstered by a rumor, that her daughter had boarded a boat in Charleston and was still alive somewhere. Now she knows that her hopes, and her daughter, are dead. "It was a very emotional situation," said Townsend. "This is someone's mother, sister, niece. It was a very difficult experience." The family is currently making funeral plans for Ms. Council. Townsend had two goals in telling the family the news: First, to give them a sense of closure. Second, to launch a serious investigation, with the help of the family and the community, into what happened to Ms. Council and the other two women, who the other two women are, and who did this to them. "This is not an area where a person would go for a stroll," said Townsend. "We're talking about three women found naked in very heavy terrain, very near each other. With this identification, we have just closed a missing persons case and opened a file on a murder case that could lead to the resolution of three homicides." Of the two bodies which remain unidentified, one was found by hunters on Nov. 16,1987. According to officials, she was between 17 and 25 years of age, between 5-foot-8 and 5-foot-10 inches tall, between 140-160 pounds, and had a pronounced overbite and high cheekbones. Her hair tested positive for cocaine and she had healed injuries on her nose and knee. On Jan. 25, 1993, the skeletal remains of a black woman were found in the same area. It is likely that she was shot, stabbed, or both, and she had been dead for two to five years when she was found. She was between 5-foot-4 and 5-foot-7 inches tall, between 25-32 years of age, and was righthanded. The investigation will be conducted by Captain Bryan Oliver, who heads the Aiken County Sheriff's Office Criminal Investigation Division.
