Cecilia Bravo Cabrera's mother wept as Sheriff Mike Boudreaux announced the arrest of Francisco Valdivia, the bigamist accused of killing the 30-year-old woman.

For months, the Tulare County Sheriff’s Department has been investigating the disappearance of Cabrera. On Monday, after Valdivia was set to be released from jail on marijuana charges, he was re-arrested on suspicion of killing his second wife, who is a United States citizen. His first wife, Rosalina Lopez, 39, of Mexico, but living in Visalia, was also arrested.

"I know it was him," said Rigo Cabrera just before the press conference. "He has something to do with my sister's disappearance. It's just hard to prove."

Now, with mounting evidence that included prior death threats, Valdivia and Lopez are behind bars. Boudreaux announced the arrests during a press conference Tuesday morning.

"We do believe the motive surrounds this relationship of three people. It revolves around this relationship," Boudreaux said. "We have a great deal of information. But, detectives have put me on notice that any release of information may result in the integrity of this case. It's a circumstantial case. We have done everything we can to show that the two people responsible are the people in custody."

Detectives told the woman's family that while they have yet to find the woman's body, they're confident in the case, which was sent to the District Attorney's Office for review. They added that the homicide arrest is just one of a handful that comes without the proof of a body. Lt. Jim Franks, who oversaw the detectives in charge of the case, said he has a great case, even without the body.

He's hoping, however, to solidify the case and find a body with the help pf the community. He asked for anyone with information to come forward. The DA will need to file charges within 48 hours of the arrest, however, the citizenship status could keep the suspects behind bars and give the DA extra time.

Rigo Cabrera was among the family and friends at Tuesday's press conference.

"Detectives told me it's a rare case," Cabrera said. "There have only been four people charged with homicide in California without a body."

Valdivia is being held on no bail.

The story of Cecilia Bravo-Cabrera

The last time Raquel Zamora spoke to her daughter was the day before her disappearance last spring.

Cecilia Cabrera, born in Bakersfield, told her mother she would visit the next day. They also talked about Cabrera’s birthday plans. She was going to the water park with friends.

It was a special birthday, she was turning 30.

They never saw each other again.

Fliers with Cabrera’s face have faded and search parties called off. But, for those closest to the missing mother of four, there is no peace until Cabrera is home. Boudreaux told the family on Tuesday that he would do everything he could to help bring closure to the family, hoping to give them a proper service and memorial for Cabrera, if her body is found.

Cabrera was last seen at Tachi Palace Casino in Lemoore just after midnight on June 9. She was driving a dark gray Chevrolet Malibu. Detectives found her vehicle, burned, just north of Goshen.

"Valdivia is the last person she was seen with," Boudreaux said. "Normally, in a case like this, you would receive different leads, different information and potentially different directions, but this case has led us in one direction and one direction only."

It’s only gotten more difficult as the months pass by without her “Cece," Zamora said. She pushed the sheriff’s department for answers, and grew skeptical last month.

“I ask them, ‘What have you done?’,” she said.

Detectives tried to answer as many questions as possible on Tuesday. But, many answers won't come until a preliminary hearing, which would take place weeks or even months after charges are filed.

Friends and family say life without Cabrera hasn’t been easy. Especially for her mother and oldest son. The family had planned to increase their efforts, until detectives called them Tuesday morning.

They were raising money to purchase a billboard with Cabrera’s face on it and the message, “Have you seen me?”

They wanted to hang new fliers. There is also a Facebook page where family and friends can post memories and messages.

Dozens of people went to the site Tuesday to offer support, love, prayers and warm wishes.

If anyone has information regarding her disappearance, please call the Tulare County Sheriff’s Department’s Violent Crimes Unit at 733-1898

Questions and Concerns Fueling Search for Missing California Mother of Four Cecilia Cabrera
by RACHAEL TROST
SHARE

It's been nearly five months since California mother-of-four Cecilia Cabrera mysteriously vanished, and those closest to her are still trying to make sense of the shocking situation.

Cecilia Cabrera Tulare County Sheriff's Department
"In my head, there are all these questions. What happened that night? Where is she?" Ariana Flores, a close friend of Cecilia's, told Dateline. "She needs to be home."

The last images of Cecilia were captured on surveillance footage from the Tachi Palace Casino in Lemoore, California. It was just before 1:00 a.m. on June 9, 2016 when the 31-year-old was seen leaving the casino in her dark grey Chevrolet Malibu.

Several hours later, a call came in to the California State Highway Patrol that a burning vehicle had been discovered in an orchard near Goshen, about 30 miles away from the casino.

It was Cecilia's car. But there were no signs of Cecilia.

Things were complex in Cecilia's life and had been for some time. She had been divorced from her first husband, the father of her three oldest children for years, and was married to another man, Francisco Valdivia.

The tricky part was that Valdivia did not live with Cecilia and her four children; he was living with another woman. The relationship was complicated, Ariana told Dateline, but Cecilia had confided in her friend that she had had enough.

"If she did anything wrong, it was being with that man," Ariana said. "She deserved better. But when she talked about leaving him, she would tell me that he would not let her go."

According to Ariana, Cecilia had gone to the casino that night with her husband. It was odd, she said, because the two never went out at night together.

Cecilia had also said she had been receiving threatening phone calls in the weeks before she vanished, which was concerning for her loved ones.

"She didn't really have an enemy in the world outside of this situation," Ariana told Dateline.

Authorities are continuing to investigate Cecilia's disappearance and call the case "active and on-going," Sergeant Joe Torres of the Tulare County Sheriff's Department told Dateline. He added that investigators are still following up on all leads, including the early lead about Cecilia's relationship with her husband, Valdivia.

About a week after Cecilia vanished, Valdivia was arrested on unrelated drug charges for allegedly operating multiple marijuana grow sites, according to police. It was during the investigation into Cecilia's disappearance, that police uncovered the sites.

When asked to comment if there might be a connection between Valdivia and Cecilia's disappearance, Sgt. Torres would only tell Dateline, "I can say that he has not been eliminated in the case."

Valdivia has denied having any involvement in Cecilia' disappearance, according to authorities.

As the official investigation ticks on, Cecilia's loved ones are trying to stay hopeful.

Multiple Facebook groups and pages have been started to spread awareness about the search and to keep people updated on developments. Users on social media have been encouraged to share positive stories or memories of Cecilia. There are so many, Ariana told Dateline, "It wasn't until she disappeared that we realized show much she did for others. These people tell us things and we're, like, "Wow." We knew she was so generous, but had no idea how many people she did something for."

Cecilia's brother, Rigo Cabrera, who is taking care of two of his sister's children in her absence, echoed that sentiment, telling Dateline, "She has such a generous heart. She'd do anything for anyone." The other two children are living with their biological father and his wife, both of whom are actively participating in the search for Cecilia.

"I think they are still in shock. These poor children just want their mom back," Cecilia's friend Ariana said. "We all want her back. She is greatly missed."

Cecilia Cabrera is described as 5'1" tall, weighing 160 lbs. with brown eyes and dyed blonde hair.

Anyone with information regarding her whereabouts is urged to call the Tulare County Sheriff's Department at (559) 735-1880.
