What is VICTIMS?

VICTIMS is national database of unidentified human remains cases created as part of a research project within the FBI Laboratory. The goal of VICTIMS is to identify these individuals by providing a federally-sponsored, user-friendly website that anyone will be able to search.

VICTIMS will provide the Forensic Identification Community (law enforcement, medical examiners and coroners, missing persons clearinghouse personnel, etc.) role-based access to enter and search records of the unidentified, while allowing the public access to information that may assist in the identification of these individuals.




This coordinated effort will help law enforcement solve missing persons and fugitive cases and spare families the frustration and grief of not knowing where to look when they fear the worst for their missing loved one.

VICTIMS is now in the data gathering and quality assurance phase.

We are requesting all agencies that have records of unidentified remains contact us so that we may enter them into the VICTIMS database.

To request a user ID to view and validate your records, go to www.victimsidproject.org.

What type of information can be entered into VICTIMS?

All forms of information that may assist in the identification of unidentified human remains: case data, dental data, photographs, facial reconstructions, anthropological data, radiographs, etc.

Who can submit records to be entered into VICTIMS?

Member of the Forensic Identification Community: law enforcement personnel, medical examiners and coroners, forensic odontologists, forensic artists, etc.

Who can search VICTIMS?

Anyone will be able to search VICTIMS. However, information designated as case-sensitive will only be available to authorized individuals.

If I send unidentified remains cases to be entered into VICTIMS, will the FBI take them over?

No. The FBI has developed VICTIMS to assist interested parties in their effort to solve unidentified remains cases. Data submitted for entry into the system remains under the authority of the submitting office.

In the future will I be able to enter these records myself?

Yes, a role-based data entry capability is in development. When active, members of the Forensic Identification Community will be able to enter records of the unidentified and designate what information is available for viewing or access by others.

What file types can I send?

Text Files: Microsoft Excel, CSV (Comma Separated Values); Fixed Length Text, or other delimited. Graphics: GIF (preferred), JPG, TIFF, BMP.

We will also scan hardcopy photos and return them to you. Special arrangements for other formats can be made by calling or e-mailing.
