OPP seek public assistance to identify female remains

KENORA, ON, June 17 /PRNewswire/ - The Ontario Provincial Police (OPP) Kenora Detachment and members of the OPP Missing Persons Unidentified Bodies Unit are seeking the public's help to identify human remains found one year ago in the City of Kenora.

The body of an unidentified female was discovered in a small tent located in a wooded area near Miller Rapids Road on June 17, 2009. Investigation has revealed that the deceased was at that site for no longer than one week before her body was discovered. OPP investigators believe foul play was not a factor in her death.

The deceased was a light-skinned female, between the ages of 26 and 50 years, approximately 5 feet 5 inches tall and weighing approximately 110 pounds, with shoulder length light brown hair. She was wearing oval-shaped eyeglasses with wire rims across the top of the lenses, and three (3), coloured, bead necklaces. She was also wearing a black, cotton, long-sleeved tee-shirt, a pair of dark blue or black "Midtown"-brand jeans (size 6P), and a pair of black, ankle-high, "Rugged Outback"-brand walking or hiking shoes with very well worn soles. The investigation revealed that the deceased experienced extensive reconstructive jaw surgery -- likely done in a major centre. It is also likely that the deceased wore braces into adulthood and was a smoker.

"The individual deserves to be identified and her loved ones deserve to know what happened to her," said OPP Commissioner Julian Fantino. "We are confident family members, friends, co-workers or a surgeon will come forward to help identify this person."

OPP Missing Persons Unidentified Bodies Unit (MPUB)
"Resolve Initiative"

As of June 1, 2010, there were:

- 7,019 people in Canada listed as 'missing' on the Canadian Police
Information Centre (CPIC) database.
- 1,440 of those are listed as 'missing' from Ontario.
- 342 of those are missing from OPP jurisdiction.

OPP MPUB has 383 unsolved missing persons in its database, 314 of which are on the website

OPP MPUB has 187 unsolved unidentified bodies in the database, 109 of which are on the Resolve Initiative website

The OPP Missing Persons Unidentified Body Unit (MPUB) has developed a partnership with the Office of the Chief Coroner for Ontario (OCC) to allow for comparisons of OPP information on missing persons with OCC data on unidentified remains, resulting in "The Resolve Initiative."

Utilizing current, web-based technologies, and allowing public access to certain information, the Resolve Initiative maximizes the potential for locating missing persons and identifying found human remains. Since May 2006 (to date), 33 missing persons and ten (10) unidentified remains cases have been solved through the Resolve Initiative. The Resolve Initiative has provided 1,158 tips for investigators and prompted 8.3-million hits to the www.missing-u.ca website.

Recognizing public input has often plays an important role during investigations, OPP-MPUB proactively includes missing people from municipal and First Nations police services with their prior approval. There is also a working agreement to share the software with the British Columbia Coroner's Service and a resolution from the Canadian Association of Chiefs of Police supporting integration of all such case information into a single database.

Using technology and remaining vigilant by updating case information, members of OPP-MPUB have been able to directly solve more than 43 cases that otherwise would have been assigned to front-line investigators.

Public’s help sought in ID’ing body

KENORA — Ontario Provincial Police are turning to the public to help identify the body of a woman discovered more than a year ago.

The body was found in a small blue and white tent located in a wooded area near Miller Rapids Road in Kenora on June 17, 2009. Investigation revealed the body was at the site no longer than a week before being discovered.

Foul play is not a factor in the death, police said.

The woman is described as light-skinned, about 26 to 50 years old, 5-foot-3 to 5-foot-7, 105 to 115 pounds, with shoulder-length light brown hair.

She was wearing oval eyeglasses with wire rims and three coloured, beaded necklaces. She was also wearing a black, long-sleeved T-shirt, dark blue or black Midtown-brand jeans and a pair of black, ankle-high Rugged Outback hiking shoes with well-worn soles.

Investigation revealed the woman underwent extensive reconstructive jaw surgery at some point. The surgery was likely done in a major urban centre and would have resulted in the woman’s jaw being shut for several weeks, police said. It is also likely she wore braces during adulthood prior to the surgery, police said.

A hardcover copy of Nick Hornby’s 2005 novel A Long Way Down was found in the tent.

The remains of a lean, fit female were found in a wooded area in Kenora, Ontario, on June 17, 2009 in a small, one-person tent. There is an indication that this female had undergone some surgery on her face and Jaw that was well-healed. It is believed the female had been in the tent for approximately a week before being discovered. Found in the tent was a hard-cover, used copy of "A Long Way Down" by Nick Hornby, and it included a bookmark from McNally-Robinson Bookstores.

Dentition This unidentified female has undergone extensive maxillo-facial surgery, well before time of death, most likely in her early 20's (15 to 20 years ago). This procedure was likely done in a major center by a surgeon as it was less common then than it is now. The facial bones have been surgically cut and then moved and re-wired in both the upper and lower jaws resulting in changes to the individual's facial structure. The recovery from this procedure would have been a significant intrusion into the individual's life and would have included wiring of the jaws shut for several weeks. Furthermore, this individual most likely wore orthodontic braces during adolescence for some time prior to the surgery. The current state of the teeth show that the lower teeth remain crowded, and that there is evidence of an abscess and some dental work, as well as some periodontal disease. This is consistent with a person in the mid 40's to 50s. This female was a smoker and has evidence of staining on her lower teeth.

Found with the body were a pair of black, size 5 "Rugged Outback" ankle-height boots, that were well-worn, and grey leggings with lace trim around the bottom of the legs.
Personal Property Oval shaped eye glasses with wire rim on top of lenses and rimless on bottom of lenses with spring loaded wire arms with multi-toned brown plastic ear pieces. The glasses are older and worn, and have no names or markings. The deceased was wearing three - 20-inch long beaded necklaces with magnetic clips; one yellow, one blue and one pink/purple in colour. She was using an Eagle Camp brand blue and grey freestanding tent. Also found at the site was a black Maple Leaf brand nylon carrying bag.Jewellery: Type: Glasses, Description: Oval shaped eye glasses with wire rim on top of lenses and rimless on bottom of lenses with spring loaded wire arms with multi-toned brown pleastic ear pieces. No name or markings noted. Older/worn looking., Type: Necklace, Description: 20" beaded necklaces with magnetic clips (x3); One was yellow, one was blue and one was pink/purple in colour.
Location Kenora; This female was found in a wooded area off of Miller Rapids Road in Kenora, ON.
