http://www.edmontonsun.com/News/Alberta/20...843725-sun.html Wed, February 13, 2008 Hope for the missing RCMP launch new website By GLENN KAUTH, SUN MEDIA Email Print Write Size: A A A Share: Facebook Digg Del.icio.us Google Stumble Upon Furl Newsvine Reddit Technorati Blinklist Feed Me Yahoo Socializer Ma.gnolia Raw Sugar Simpy Squidoo Spurl Blink Bits Rojo Blogmarks Shadows Netvouz Scuttle Co.mments Bloglines Tailrank Sitejot + Help Alberta's missing person cases are going online with the launch of a new website from Project KARE. And a woman who is organizing a march for the city's missing and murdered women tomorrow welcomes the idea. "This is what we need," said Danielle Boudreau. PROFILES OF DISAPPEARED The site, www.albertamissingpersons.ca, so far features about 35 cases, but RCMP Cpl. Wayne Oakes said he expects police will soon post several hundred profiles of people who have disappeared. The goal is to publicize the cases in order to generate more tips from the public. "Just imagine if that one small tip results in a case being solved," Oakes said. The website was launched yesterday. The move comes despite previous reluctance by Project KARE, an RCMP-led task force investigating the cases of missing and murdered sex-trade workers, to publicize many of its files online. In the past, police have said privacy concerns for the families of their missing loved ones prevented them from doing so. But Oakes said police are confident they can address the privacy issue. "We have to be careful because of privacy concerns, and in nearly all of the cases we will consult with the families before the information is posted," he said. Boudreau herself learned about the power of publicity when she and a friend launched a media blitz in 2005 about a missing woman, Teri-Lynn House. Within a day or two of contacting a radio station, police had found her safe. Later, the pair launched their own missing-persons website. At the time, they said they were frustrated at what they felt was the slow progress by Project KARE, which since 2005 has been offering a $100,000 reward for information to help it solve the deaths of sex-trade workers. Besides publishing Project KARE cases, the site will also post files of missing people from across Alberta regardless of whether they led a high-risk lifestyle typically associated with the task force's mandate. As well, a separate section on the site features cases where police have found unidentified human remains. One of the more famous files there is that of a man dubbed Septic Tank Sam, whose tortured body was found encased in limestone by a Tofield couple in 1977. The murder has long mystified police, who have yet to figure out who the victim is. With the RCMP in Alberta handling roughly 8,000 missing-persons cases a year, Oakes emphasized police won't be posting the photos on the website of everyone who disappears. Most people are found very quickly, meaning police only have to get actively involved in about 2% of all the cases reported to them. And, to get posted on the site, in general the person has to be missing for at least 90 days. URGENT CASES Police can also choose to post more urgent cases - such as instances where police suspect criminal activity - before 90 days have passed. Oakes added, however, that not every person who disappears is a victim wanting to be found. Some, he said, just "want to go somewhere and start life anew."
