Missing Persons National Round Table Conference 2008
“Building Empowerment Together”


On March 13th through the 16thth of 2008, the CUE Center for Missing Persons will host its fourth annual “National Round Table Conference”, bringing people from across nation, the group will welcome families of the missing, organizations – advocates who network daily for missing persons; including, private investigators, law officials, coroners, search and rescue groups and public agencies.
The four day event will focus on improving communication among agencies, learning about each other’s services, exchanging ideas, and creating a unified support system for victims. The conference will also feature professional education/training/techniques, advanced technology, advocacy, investigation and exploring other aspects of missing person cases.

Our primary focus is to offer a safe place for those who suffer a missing loved one and educate those who work daily for missing persons, the search thereof.
This conference promises all attendees to be informative, presenting new technology and offer ideas to make a difference in the way missing person cases are handled. Our main stream goal is to provide resources and technique in locating the missing and or lost.

All attendees will receive a certificate for each training session from various agencies and a plaque from the conference in general. Rooms and meals will be provided by the host and covered by your registration fee. Transportation for arrival and departures from airport can be arranged. This event will be powerful and we hope you will make plans to participate.

National Round Table Conference Goals

 Increase and improve professionalism and resources among missing persons organizations throughout the world by expanding the knowledge base of missing persons and identifying individuals, groups and leaders. This conference will expand this knowledge base by developing a better understanding of various groups’ capabilities and services. It will also foster a spirit of unity among missing persons groups and all who work in the field, that will result in shared and exchanged resources, which will ultimately benefit missing persons, their families and those who continue to search.

 Help conference participants improve utilization of existing resources to ensure continued success in finding the men, women and children missing from the U.S. and other nations around the world. This includes:

 Sharing a trained and professional view for solving cold case and search there of; missing persons

 Understanding the resources available to be deployed when needed, what their capabilities are and how to obtain them;

 Exploring the relevant positive and negative experiences of people who have experienced a missing loved one.

 Creating new approaches to missing persons cases, and effectively deploying available resources; building communication and support

 Developing a high-level view of the modifications needed to our current resources and organizational community over the next five years.

Each attendee that attends training classes will receive a certificate of training per class. Plaques will also be presented to each organization, group or agency for the conference.

Robert Cooke - Founder, Rachel Alert Network
Mr. Cooke is the founder of the Rachel Alert Network (RAN). RAN is a charitable organization which helps prevent abductions through community networking and partnerships and educational awareness programs. RAN was formed after Rachel Cooke, Robert’s oldest daughter, disappeared from her Georgetown, Texas neighborhood while jogging on January 10, 2002. Between his time as a software engineer, Mr. Cooke and his family continue to focus on the search to find his daughter.



DNA: WHAT ADVOCATES, FAMILY MEMEBERS, AND LAW ENFORCEMENT NEED TO KNOW

Kelly Jolkowski – Founder, Project Jason
Kelly's son, Jason, disappeared on June 13, 2001, at age 19, from the driveway of their home in Omaha, NE. Over 6 years later, the Jolkowski family lives with no leads or clues in Jason's disappearance. Since then Kelly has become an active advocate for families of the missing. She created several unique awareness programs for Project Jason to help locate the missing, including the 18 Wheel Angels, Adopt a Missing Person, and Come Home. Kelly is currently spearheading the Campaign for the Missing, a 50 state grassroots effort to pass the missing person legislation developed by the DOJ. Several states have now passed this legislation with her guidance, and several more are in progress. She also developed Healing Harbor, a free online counseling benefit for families of the missing, the only service of its kind in the U.S.

Nola Theiss, Executive Director - Human Trafficking Awareness Partnerships, Inc
Nola Theiss is the Executive Director and founder of Human Trafficking Awareness Partnerships, Inc. whose mission is to bring the issue of modern day slavery to the forefront of public consciousness and to empower local communities and professionals to take action to combat it. She became involved in the human trafficking issue through the Zonta Club of Sanibel-Captiva which spearheaded a community effort to form a human trafficking task force in 2004 with the cooperation of the Lee County Sheriff’s Office which has since been called “a model of citizen activism”. As founding chair, she has held a leadership position in local and national anti-trafficking efforts ever since.

Maureen Dabbagh – Founder, P.A.R.E.N.T.
Principle, Dabbagh & Associates
Consulting services for cases involving issues of international child abduction. They have assisted in over 500 cases involving international child abduction. Maureen is the founder and president of, P.A.R.E.N.T. International, a non-profit parental abduction support network and coalition, with NGO members from USA, Japan, Canada, UK, Argentina, Belgium, France, Germany and Switzerland. Her organization is a sponsor of the International Abduction Conference, where her position is volunteered based.

Chief Charles “Chuck” Elgin North Carolina Underwater Response Team N.C.U.R.T. Mission (partial): Specialize in underwater search and recovery of evidence, drowning victims, and any contraband; underwater investigation for a crime scene, such as boating accident, aircraft accident, vehicle accident, intentional drowning/suicide. To assist in the retrieval of vehicles or other items when such item is engulfed or partially submerged in water. Provide educational programs to the public pertaining to water safety in order to prevent or reduce water accidents or deaths.

“HELPING PUT A NAME TO THE UNIDENTIFIED”
Diana Trepkov - Forensic Artist She has worked in the Forensic Identification Bureau at York Regional Police in Ontario, Canada. She attended the University of Oklahoma, USA. Her artwork for law enforcement agencies and Rogers TV GTA’s Most Wanted has involved a variety of art services to promote the identification of unknown deceased or missing persons. Her work has also been featured on Global Television; Mystery TV, CTV NEWS and Florida WINK TV. Trepkov has been involved in enforcement cases through out Canada and the USA. Her age progression of Phillip Koss is currently utilized by the Fort Myers Police Department. She has completed cases involving: composites, Attempt Abductions, facial reconstructions on unidentified skulls, Postmortem drawings from autopsies, Cold Cases, Surveillance video drawings, Missing Persons, Age progressions to missing children and facial comparisons, trophy sculptures and portraits.

Investigator of the Year - Awarded by Associated License Detectives of New York State; before founding Alba Investigations in 1998, Gil Alba had a distinguished career with the New York City Police Department. During his 28 years of service, Mr. Alba attained the highest investigative rank, First Grade Detective and worked with the Major Case Squad & the FBI/NYPD Task Force specializing in difficult and unusual cases. Mr. Alba has been featured in newspapers and other publications and has appeared on national television shows such as the 48 Hours, 20/20, Americas Most Wanted. North Carolina Canine Emergency Response Team N.C.C.E.R.T.
Mac has been active in dog training since 1979, a retired police K9 Handler, Master Trainer for Sanford Police Department. Mac began training - handling Search & Rescue Canines in 1992. He served as President and director of training for the Mid-Atlantic Dog Association, President and Vice-President of the NC Search and Rescue Advisory Council; currently President of NC Task Force One and NCCERT (NC Canine Emergency Response Team, Inc.); NASAR instructor for ISAR, FUNSAR, MLPI, and Evaluator for SAR Tech II, III exams. Mac teaches at numerous Community Colleges throughout the State.

Jan Smolinski
Jan Smolinski is the mother of William (Billy) Smolinski Jr., who went missing on August 24, 2004. Since his disappearance she has worked daily to desperately get answers. Adults go missing, reaction from law enforcement is minimal; this reaction forced Jan and her family to investigation themselves. Jan learned of a broken system which led to the introduction of a model legislation bill; since has passed into Connecticut law. Little police involvement, loss of DNA samples drawn three times, a criminal arrest for hanging flyers and even a lawsuit, was just the tip of the iceberg. Everything that could go wrong in Billy’s disappearance did. Now, the FBI has control of the case however with all that has transpired since August of 2004, Jan and her families constantly face the unknown; armed with knowledge she has made a vow to help mend the system while continuing the search for her son.

Rose Young Collins
Following her kidnapping in 1970, Rose became involved with Victim Assistance groups and Children's Advocate with Paul's Foundation; she is a speaker at the Citizens Parole Advisory Committee in Charlotte, NC. In the past she has worked closely with Harvey Katowitz (Retired NYPD Detective) who heads Committee. Husband, Richard Ambrose Collins is deceased, but she remains dedicated to her daughter and grandchildren whose presence reminds her daily of the beauty of life; but also of the necessity of increased vigilance in the fight against crime and injustice.



QUEST FOR JUSTICE
Beverly Tallent
Nancy Lyons, from Carthage, IN went missing on June 17th, 2002. Nancy’s skeletal remains were found on October 2, 2002 in a soybean field near Columbus, IN, 50 miles from where she went missing. Beverly has best been described by most as relentless in her quest for bringing those to Justice for the murder of her sister. It has been over five years and her struggle to obtain Justice is still forthcoming. Her story will tell you about the journey through which she refused to take “No” for the answer, learning how to investigate and her determination to never let Nancy be forgotten. In the mist of this quest, she will bring hope, encouragement and enlightenment of surviving, living and coping with this monumental event in her life.

Chip Krieger – Conference “Master of Ceremony”
Chip brings over 36 years of communications industry experience to the CUE organization. Since his retirement in 2000, Chip has become a successful independent business owner in the Wilmington area. Chip prides himself with his emphasis on customer service. He served as a Senior Product Manager for Lucent Technologies. His goal is to help organize the efforts of missing person’s organizations. Chip is a highly energized individual. He has demonstrated expertise in Project Management, Strategic Planning, New Business Development, Sales, Customer Contact Skills, Desk-Top Publishing, Personal Computer Applications, Design and Presentation Techniques.

Sherry Pitts
She is married to a soldier and is a mother of 3 girls, ages 19, 15 and 13. She has previous experience working at the Federal Bureau of Investigation, Sheriff's department and in Corrections. She received an Associates degree from Germanna Community College in Virginia with an emphasis in Sociology. She continued her education at Mary Washington University until she moved to North Carolina with her family due to her husband being stationed at Fort Bragg. She now substitute teaches full-time and attends Methodist University full-time where she will finish this summer with a major in Justice Studies and a minor in Sociology. She is the President of the Criminal Justice Association at Methodist University.

Winter D. Goins – Speaker at The Candle Light Service
Winter was born on February 5, 1979 in Nash County, North Carolina. She is the fourth child of Iva Robinson and Rudolph Goins. Primary education was received in Littleton, North Carolina, and continuing in Guildford County graduating from Page High School in Greensboro, North Carolina. Secondary education was received at Johnston Community College in Smithfield, NC. She currently holds a position as a Senior Bank Teller with Bank of America in Raleigh, North Carolina and enjoys attending Church Alive in Fuquay-Varina, North Carolina. Winter will share her powerful story concerning her missing mentally - handicap brother and finding him one year later, alive.
