The suspect in the case has confessed to the murder, but the victim has never been identified.

Jane Doe – Skeletal Remains
Discovered September 1994
Okaloosa County FL

On September 14, 1994, skeletal remains were discovered near an exit from Interstate 10 commonly known as the Holt exit. The female victim believed to have been a hitchhiker has never been identified. The victim may have had ties to Tampa FL, Miami, FL and/or Reno NV. A forensic examination of the remains revealed the remains belonged to a Caucasian female who was approximately 64 inches in height and weighed between 110 and 116 pounds. The age of the victim was estimated to be in her forties, however with a possible age range of 35 to 55. Dental characteristics suggested possible orthodontic treatment at an earlier age. The victim’s hair color was brown with bleached streaks. The victim’s facial characteristics are the result of a forensic facial reconstruction. Investigation suggests the victim may have gone by the name Suzanne or Sue. The photographed jewelry pictured below was found with the remains.

Three unidentified bodies found locally remain a mystery

Editor’s Note: This is the second in a two-part series about people who died locally but have never been identified.

Of the seven people who have been discovered dead in the area and are still unidentified, a woman found Sept. 15, 1994, in Holt is the most famous and most puzzling.

She is one of three people who are believed to be homicide victims, and the only one in which a serial killer has claimed responsibility.

But like the other local unclaimed bodies, she has no name, no known relatives and no confirmed identity.

Her skeletal remains are stored at the District 1 Medical Examiner’s Office in Pensacola.

“You have people that typically stay anonymous,” said Jeff Martin, the office’s director. “They’re hitchhikers, transients, illegals.

“She was well cared for,” Martin said of the woman found in Holt. “That’s what makes it more personal. She should have a known identity.”

The woman was found wearing a well-made gown with a matching sequined jacket. Her teeth were in excellent condition and she’d had orthodontic work.

She is believed to have been killed about six months before she was found by a state prisoner assigned to a road crew. He was working along the westbound Interstate 10 entrance ramp from State Road 89 when he noticed the skeletal remains.

Because it is an open homicide case, the medical examiner’s records on the case are not public record.

But information about her is posted in national data-bases and numerous stories have been written about her killer.

Her brown hair showed signs of being dyed or bleached blonde. She was about 5 foot, 6 inches tall and about 120 pounds. Investigators guessed her to be in her mid-30s to mid-40s.

News reports about Keith Hunter Jesperson —a truck driver who claims to have killed eight women — say that the woman found in Okaloosa County was his sixth victim.

Jesperson was known as the Happy Face Killer for the way he signed anonymous notes to a newspaper in Oregon. He apparently sought attention after someone else took credit for killing one of his victims.

Jesperson’s murder spree is believed to have begun in 2000 and spanned five years.

It was only after he killed his girlfriend in March 2005 that police made the connection and identified him as man who signed his notes with a smiley face.

Jesperson’s cellmates told authorities he talked about two additional victims — one in Nevada and one in Florida. Their in-formation led to the discovery of the Nevada victim’s body and helped authorities to link Jesperson to the woman found in Okaloosa County.

According to the cell-mates, Jesperson told them his Florida victim was as a tall, pretty 34-year-old blonde named Suzanne. He had picked her up at a truck stop in Tampa and was driving her to Lake Tahoe to go skiing with friends.

In the 18 years since her body was discovered, the medical examiner‘s office has had four inquiries or possible matches for her. None has panned out.

Jesperson is serving three life sentences without parole. Martin said Jesperson has admitted to killing the woman found in Holt, but will never stand trial for it.

Her unsolved case is especially troubling to those who have studied it.

“We knew that she was known to have friends and that she was known to have skied in Colorado,” Martin said. “She had traveled with her friends. She was dressed well.

“She wasn’t a homeless person,” he added. “She wasn’t without money. She had an identity and she belonged to somebody and it was very unfortunate that we couldn’t find out who she belonged to.”

Mystery in Santa Rosa County

The Happy Face victim is one of only two women who remain unidentified long after their bodies were found locally. The second woman was found floating facedown in Cold-water Creek in Santa Rosa County on March 13, 1986.

Initially, even her gender was in question be-cause of the condition of her body. She had been in the water so long that some of her limbs were missing. But forensics experts have concluded that the victim was a woman in her 20s or 30s who possibly had given birth at least twice.

Unlike the Happy Face killer’s victim, the woman had poor dental hygiene and numerous untreated cavities. Some of her front teeth had never erupted, which meant she might have worn a partial plate.

Letters were sent to more than 400 dentists, asking if they remembered a patient with that unusual pattern. None did.

But some investigators who worked the case doubted that she would have sought dental care. She had lived a hard life, with her skull showing evidence of being fractured at least 18 months before she was killed.

Her nasal cavity indicated that she had frequently snorted drugs and her teeth were stained by nicotine, according to the autopsy report.

“Addicts generally do not take care of them-selves and every nickel that they can pilfer goes directly to the purchase of their pleasure,” one ex-pert wrote, casting doubt on the theory that she might have had a partial plate to hide the gap in her front teeth.

Using her skull, an artist reconstructed how she might have looked. She was believed to have been white, with a possible Spanish or Indian back-ground.

Her DNA has been entered into a database, but there are no leads in her file.

Her remains are buried in a pauper’s grave in Escambia County.

Buried victim unidentified

The third homicide victim who remains unidentified has a much different story than the first two.

The remains of a man thought to be Venice Emanuel Brooks of Bay County were found March 31, 2000, in DeFuniak Springs, more than eight years after he was believed to have been shot and buried.

David Earl Rafuse, who lived about 150 yards away from the grave, was charged with homicide.

The two had come over from Bay County together and were working on a fishing boat, authorities said.

Although two individuals — including the suspect’s brother — told authorities Brooks was the victim, no dental records or family members could be found to verify the match.

At the time the grave was discovered, the medical examiner speculated that it could take “several weeks” to identify him. Nearly 12 years have passed.

“We didn’t get matches for fingerprints,” Martin said. “We couldn’t find a dentist who had treated him as a patient.”

Rafuse was convicted of manslaughter Jan. 9, 2001, and sentenced to five years in prison. He was released on Jan. 1, 2003.

“He has served his sentence and been released,” Martin said. “We still don’t know who (the victim) is.”

Improved technology has made identification easier with new cases. DNA samples have proven a valuable tool since the mid-1990s. Cell phones and computers also have aided efforts to match missing persons with found victims.

“I think technology has changed,” Martin said. “We have the ability to conduct a more thorough investigation.”

But the seven victims still unidentified locally may remain that way forever. The Medical Examiner’s Office has not been successful in resolving any of the cases after the first year has passed.

Martin hoped that by publicizing the cases, they might get new leads.

“This is very important for us in order to get peo-ple identified,” he said.

OKALOOSA COUNTY, Fla. (WALA) - The latest installment of the Okaloosa County Sheriff’s Office’s “Cold Case Chronicles” profiles the unsolved mystery surrounding a 1994 murder victim.

The woman’s remains were found off an Interstate 10 exit ramp near Holt in September 1994.

Okaloosa Sheriff’s Investigators have been unable to identify her but do have some clues they’re hoping will help spark either someone’s memory - or their interest in calling authorities with information.

Included in those clues are several distinctive items of jewelry and the photos indicating the color and pattern of the dress and matching short jacket the victim had been wearing.

Investigators hope social media can break 18-year-old case

It’s been 18 years since the skeletal remains of a woman were found near Interstate 10, and for the entire time her name and history have remained a mystery.

Now, investigators with the Okaloosa County Sheriff’s Office hope new technology and social media will help them identify the woman found near the westbound entrance ramp at State Road 89 in Holt.

“Our main goal is just to ID her and give some closure to her family,” said Sheriff’s Investigator Travis Robinson. “She might have kids out there that still don’t know what happened to her or don’t know the truth. We just want to do whatever we can to get her information out there and close this case.”

On Sept. 14, 1994, a state prison worker found the woman’s remains. The only things on her were two large rings, a necklace with multiple pendants and the remnants of her clothing.

Robinson said investigators believe the woman had been there three to four months before she was found. What little information there is about the woman is in a cold case file at the Sheriff’s Office and Medical Examiner’s office in Pensacola.

“We are re-energizing the cold cases now,” said Sheriff’s Office spokeswoman Michele Nicholson. “We’re using different avenues to try and share pictures and information.”

The Sheriff’s Office has released a YouTube video with photos and information, and is promoting the case on Facebook. It hopes the information will spread to the areas thought to be where the woman was from or headed to before she was killed.

“We believe she was coming from the Tampa or Miami area and got a ride to the Reno or Tahoe (Nev.) area before she was killed and dumped at the Holt exit,” Robinson said.

Through renderings done over the years, the woman was thought to be white with brown hair and possibly blonde highlights. She was about 5 feet, 6 inches tall, 120 pounds and in her mid-30s to mid-40s.

Officials believe the woman was killed by Keith Hunter Jesperson, known by the media as the Happy Face Killer for his signature in letters sent to media and law enforcement agencies during his killing spree. Jesperson has claimed to have killed more than 100 people. Law officers have confirmed that he killed eight women from 1990 to 1995.

Jesperson is serving three consecutive life sentences in the Oregon State Penitentiary in Salem.

Sheriff’s Sgt. Laurie Keller-Lithgow said the goal is not to prosecute Jesperson.

“We’re about 97th in line to talk with him and we’re behind agencies that already have warrants in hand,” Keller-Lithgow said. “It’s not realistic for us to seek him, but we can give her family closure.”

At the time of the woman's death, law enforcement was just beginning to establish national data bases for identifying missing persons and wanted criminals.

Investigators initially were limited by distance and resources, Keller-Lithgow said. Fliers of renderings were sent to law enforcement agencies at the time, but nothing came of them.

“Even now with agencies like ‘John Doe,’ we haven’t had anything materialize, but this woman is sitting in the pauper’s field with an unmarked grave,” Keller-Lithgow said. “We’re working with whatever we can get and trying every method we can think of to try and identify this woman.”
