Newborn girl's body found in concrete pile

The body of a newborn girl was spotted Tuesday in a pile of concrete and rocks headed to the shredder at a recycling center.

Within hours of her birth, she was in a construction trash bin somewhere between Pompano Beach and southern Martin County. From there, any one of 369 dump trucks could have delivered her to Sun Recycling in suburban West Palm Beach, according to the Palm Beach County Sheriff's Office.

With few clues as to who her mother is, where she was born or how she died, investigators named her Baby Grace.

She was found around 7 a.m., with her umbilical cord still attached, by one of the workers whose job at the plant is to pluck out materials that don't belong in concrete - things such as plastic and wood, sheriff's Detective Bob Falbe said.

The worker saw the baby and thought she might be a doll. Speaking only Spanish, he called over his co-workers. They phoned 911 before sending the load to become gravel, Falbe said.

The baby was taken to the medical examiner's office, where an autopsy will be done at 9 a.m. today.

Medical Examiner Dr. Michael Bell will try to determine a cause of death but said it may be impossible to determine whether the baby was alive at birth.

"It's difficult and we're looking for evidence that the infant was able to breathe on its own," Bell said. "It's possible we might not know. It all depends on what we find."

The case is being treated as a homicide. But if the medical examiner can determine the baby did not survive birth, the only crime would be improper dumping of a body, Falbe said.

The baby arrived between drop-off hours of 6 a.m. to 6 p.m. Monday at Sun Recycling on Wallis Road, just east of Florida's Turnpike at Southern Boulevard.

Most of the trucks come from north of Delray Beach, and the drivers often pick up loads from construction sites without even looking at them.

Falbe said he will start by tracking where the loads came from and collect leads from drivers, but he has little else to go on.

Workers are at the plant 24 hours a day, so it's unlikely that someone dropped off the baby, Falbe said.

The baby's DNA will be entered into a database in case one of her parents is in the system.

Falbe said his best hope might be that someone tells him about a pregnant woman who possibly gave birth during the weekend but does not have a baby.

"We have to hopefully get lucky," Falbe said.

Investigators in West Palm Beach have been hoping for the same thing since Jan. 24, 2005, when Baby Angel was found on a conveyor belt at the Solid Waste Authority.

West Palm Beach police Lt. Chuck Reed said the department still is following leads to find Angel's parents. Police checked emergency rooms, but none had a patient with injuries consistent with giving birth, he said.

Reed couldn't get records of all the pregnant women because medical privacy laws prevent investigators from obtaining medical records without a subpoena for a specific case.

Besides, the mother might have avoided medical treatment or gone to a doctor outside of the area, Reed said.

He said he holds out hope that information someday will be entered into the DNA database that can be matched to Angel.

Cases such as these are frustrating to Nick Silverio, CEO and founder of A Safe Haven for Newborns, a program that allows women to drop off a child at a fire station or hospital confidentially, without being questioned.

"It breaks your heart and you've got to believe that, if she would've known there was a safe haven, she might not have done that," Silverio said.

Since the program started in 2001, 56 babies in the state have been left at havens, including four in Palm Beach County. But not everyone is getting the message. An additional 32 babies were left in unsafe places and 20 of them died.

Baby Grace is the third infant found dead in Palm Beach County after being left in an unsafe place.

"Many of these girls are desperate, all alone, they have no one to talk to," Silverio said.

Slain man's body foundat landfill in suburban West Palm Beach

WEST PALM BEACH — Police Friday were trying to identify the mangled body of a man they believe was murdered before workers found him Thursday amid trash at the Solid Waste Authority landfill on Jog Road and 45th Street.

"There is evidence consistent with damage from the earth movers, but there are also injuries that resulted in the homicide," West Palm Beach Police Capt. Pat Maney said. He did not elaborate.


The body had been mixed in with refuse; a worker using equipment to move garbage spotted it about 4 p.m. Thursday and contacted authorities, SWA spokeswoman Susan Chapman said. It was removed Thursday evening and the Palm Beach County Medical Examiner's Office was expected to do an autopsy Friday afternoon, Maney said.

The man appears to be white, about 6 feet tall, and in his late 20s to early 30s.

The body was found in an area where garbage from across South Florida is dumped, so it could have been placed in a garbage bin as far away as Broward or Martin counties, Maney said.

This is not the first time a body has been dumped, but workers usually find it in the "sorting" process, Maney said.

In January 2005, workers found a dead infant on a conveyor belt at the same facility. Workers named the girl "Baby Angel." And in November 2006, the body of a newborn girl workers would dub "Baby Grace" was spotted in a pile of concrete and rocks headed to the shredder at Sun Recycling in suburban West Palm Beach. Neither has ever been identified, authorities said Friday.
