They did it to prevent T side from spamming like crazy and to keep CT from running back to spawn to reload. It worked pretty well except when you joined and it was past 15 seconds of the round... lol, USP ftw!

The 2 nade rule is great, but what I'm trying to say was it prevented people from spray and pray for 2 straight minutes of a 3 minute round. Not that it happens often, but every once in awhile you get that T whore who just loves to shoot all of the walls all round long. Not that I think 15 is good at all, but I see no problem with 60 whatsoever.
