The 4 Roman Reforms ?

Hi all !

I'd like to know a bit more about the 4 Roman Reforms that get unlocked with various improvements of the farms and market buildings. From what I've seen while playing as the Roman Republic, these 4 reforms give you access to improved military units in the cities of Rome and Capua.

But what do these reforms give you if you make them in other cities ? I mean, except the bonus in public order, it seems they do nothing as these cities can only make Italian Allies barracks.

Another question, just to be sure, is if I make the 3rd Roman Reform in Roma, it won't affect my capacity to recruit/retrain Hastatii/Principes/Triarii in Capua, right ?

Another question ; in custom battle, I've seen that there are multiple Roman legionaries, as following :

Legio VI Victrix, Legio IIII Makedonika, Legio VI Ferrata, Legio III Gallica, Legio X Equestris, Legio III Cyrenaica, Legio IX Hispana, Legio I Italica, Legio XX Valeria Victrix, Legio I Germanica, Legio V Alaudae, Legio VII Claudia Pia Fidelis, Legio II Augusta, Legio XII Fulminata Antiqua, Legio XIII Gemina and Legio X Gemina.

From what I've seen in the available buildings in Rome and Capua, I guess these Legions are recruitable in some cities if the 3rd reform is done in these cities, right ? And I guess these units are only retrainable in their "birthplace", like the Senatorial Principes that can be recruited and retrained only in Rome. By the way, in which cities can one recruit these different Legions ?

Finally, if I guessed right at the second question, is it possible to have city A with the 2nd reform, city B with the 3rd and city C with the 4th so it's possible to recruit and retrain each type of unit (Hastatii/Principes/Triarii in city A, Legio number Y name Z in city B, and Imperial Cohorts in city C.) even in the last years of the campaign so you don't have veteran units that become utterly depleted ?

There are 4 reforms in AEE. Adding 4 reforms as buildings was necessary to prolongate time when more advanced units will be available. I had to do it because I decided to disable scripted reforms in AEE...

Scripted reforms occurs when Imperial palace is built in Rome. After RTW Marian reforms all older units are replaced by newer legions. I never liked such solution. I tried to make it more flexible, more player dependant.

So, my choice was easy. Trying to put more history into mod I prepared new recruitment system. System use historical distinction:

Roman cities and Italics.

As you can see reforms were divided between namely reforms and level of rights Italian cities will get from Rome...



Roman Reform 1/Civitas Foederata

This building defines two aspects of Roman political, military and social system.\n\n1) Roman Reform 1 is exclusive reform of central offices of Rome and Capua. In the future it will enable building more advanced political and military structures.\n\n2) Civitas Foederata means that settlement received first level of rights from S.P.Q.R. Civitas Foederata title concerns all conquered territories except central cities of Res Publica - Rome and Capua. Historically, Latin term Civitas Foederata referred to the condition of Roman citizenship. It was and it is also used to describe a type of settlement. Name of Civitas Foederata means in short client states conquered by Romans. Inhabitants of such civitas (socii, foederatii) are obliged to support Rome with soldiers (auxilia). The building is a sign that the local tribes have accepted Roman rule and are ready to fight under your banner.\n\nCivitas Foederata enables building of Roman Reform 2/Ius Latinum and in result more advanced structures in the future.

Roman Reform 1/Civitas Foederata enables building more advanced structures (Roman Reform2/Ius Latinum). Happiness bonus +5%.


Roman Reform 2/Ius Latinum

This building defines two aspects of Roman political, military and social system.\n\n1) Roman Reform 2 is exclusive reform of central offices of Rome and Capua. In the future it will enable building more advanced political and military structures in Rome.\n\n 2) Italy consisted of a numerous communities. Some of these communities enjoyed full Roman citizenship, others had a half citizenship called the Ius Latinum or the rights of Latins. The most important tenets of the Latin right were commercium, conubium, and ius migrationis. Commercium allowed Latins to own land in any of the Latin cities and to make legally enforceable contracts with their citizens. Conubium permitted them to make a lawful marriage with a resident of any other Latin city. Ius migrationis gave people with Latin status the capacity to acquire citizenship of another Latin state simply by taking up permanent residence there. People with the Latin right were protected under Roman law.\n\nCivitas Foederata enables building of Roman Reform 2/Ius Latinum and in result more advanced structures in the future.

Roman Reform 2/Ius Latinum enables building more advanced structures (Roman Reform3/Civitas Sine Suffragio). Public Order Bonus +5%


Roman Reform 3/Civitas Sine Suffragio

This building defines two aspects of Roman political, military and social system.\n\n1) Roman Reform3 is exclusive reform of central offices of Rome and Capua. It enables building of Roman Provincial Barracks and more advanced political and military structures in Rome.\n\n2) Civitas sine suffragio (Latin, "citizenship without the vote") was a level of citizenship in the Roman Republic which granted all the rights of Roman citizenship except the right to vote in popular assemblies. This status was first extended to some of the city-states which had been incorporated into the Republic following the break-up of the Latin League in 338 BCE. It became the standard Romanization policy for incorporating conquered regions in building the Roman Empire.\n\nCivitas Sine Suffragio enables building of Roman Provincial Barracks and more advanced political and military structures in the future.

Roman Reform 4 enables building of Roman Provincial Barracks. Civitas Sine Suffragio enables building of Romanized Allies Barracks and more advanced political and military structures in the future.


Roma Reform 4/Civitas Opitmo Iure


This building defines two aspects of Roman political, military and social system.\n\n1) Roman Reform 4 is exclusive reform of central offices of Rome and Capua. It enables building of Roman Imperial Barracks and more advanced political and military structures in Rome.\n\n2) The Cives Romani were full Roman citizens, who enjoyed full legal protection under Roman law. Cives Romani were sub-divided into two classes: The non optimo jure who held the rights of jus commercii and jus connubii (rights of property and marriage), and the optimo jure, who also held these rights as well as the additional rights of jus suffragiorum and jus honorum (the rights to vote and to hold office). Civitas Optimo Iure gives all privileges of Cives Romani to recipients in Roman provinces. Civitas Optimo Iure enables building of Roman Imperial Barracks which is sign of full romanization of nations living within Roman Empire.

Roman Reform 4 and Civitas Optimo Iure enables building of Roman Imperial Barracks in Rome, Capua and other provinces of Roman Empire.
