a desert triumvirate of Hold, Weyr, and Mine. Thread's return and bandit raiding brought strife between weyr and hold, but the bandits' recent defeat has returned the region to an uneasy peace. Now, a shipwreck on a forgotten continent and the decision to settle this rediscovered land has opened up a world of opportunity to Vaioa, if only they can handle the dangers.

Mad.

Such a short and simple word with so many meanings. Mad at a situation, mad with love, gone mad... Which was true and how did one know? Love spurned went from madly in love to mad at each other. Angry people sometimes snapped, pushed too far until a brief period of insanity caused drastic action and reaction. Too many definitions, and Aerella could say she fit every single one of them.

Maddening.

Furious, frustrated, and completely confused, the Headwoman stared at report after report, trying to make sense of a senseless series of events. Only one Hold she could see had yet to send a spoiled tithe, and the other Holds didn't send them consistently. Maybe half a tithe was spoiled, maybe not, sometimes the entire tithe. No pattern, no rhyme, no reason she could see. And during the winter months, when Thread froze into black dust to fall harmlessly and mix with snow and mud, when Pern's oldest menace was nothing more than crackdust...it was brilliant in a way. Without the constant threat of Threadfall, the Weyr couldn't point to a recent event and say, "Here! This is why you tithe!" Instead, the Holds had the upper hand, and this time it was a stranglehold on the main food supplies.

Supplemental hunting had done much to relieve the worst hunger, and someone--Aerella suspected a couple of the goldriders--had gone out of their way to arrange trades from other Holds outside Vaioa's boundaries. The grains from those...shards, Aerella could kiss the organizer of that trade. Hunting and fishing might provide fresh meat, and some winter tubers could be dug where the ground wasn't frozen--and riders had permission to forage--but the Weyr truly needed grains. Wheat, lentils, rice, barley... Grains gave them bread and porridge and soup. Red meat might be seen as the heartiest of foods, but it wasn't nearly as filling or nutritious as a lentil soup.

Shards, that sounded good. Steaming lentils with a touch of salt and butter...

The broths made from the bones of hunted animals were getting pretty thin, and Aerella wasn't the only one tightening her belt of late. Hunger was a constant companion since autumn. The Weyr would survive. Of that Aerella was certain. But they'd all be several pounds lighter come spring.

"Think of the solution, not the problem," Aerella chimed to herself, resting her forehead on her palm while her eyes scanned yet another storage report. Already meat cured from the most recent hunting trips was running thin. They were running short on flour. Again. Herbs--even Healing ones--were also on the low side of normal for this time of the turn. Rationing had slowed the flood to a trickle, but the stores would eventually run dry. There had to be a pattern to this, a solution.

Right then, it just looked mad.

Aniese’s head was pounding again, and this time there was no impending hatching to interrupt her spiraling thoughts, and Rezeirth was unlikely to pull her away from this tangle. She leaned her head against her desk and sighed deeply.

What if, Rezeirth said, sounding both hopeful and irritated somehow, we start withholding Threadfall coverage from the Holds who are sending spoiled tithes?

We can’t do that, Reze, Aniese sighed in frustration. There is no Thread right now.

Rezeirth mused this over. It was true, with no Thread falling right now, the Holds had very little current incentive to tithe properly.

Curse that Warryn, Rezeirth burst out suddenly, baring her teeth. And Terema. May they rot in the coldest depths of Between.

I’m sure they’re dying or dead on the Western isles right now, Aniese replied wearily, massaging her temples. There was always some level of anti-Weyr sentiment, but Warryn seemed to have really galvanized the boldest of the Holders to act on it. Besides, that’s past. We can’t do anything about it. All we can do is solve the problems now, and for the future.

Rezeirth reflected on this, but did not have a good answer.

Aniese sighed yet again, and stood up. Her legs were sore, and the muscles cramped. She did not realize how long she had been sitting at her desk, staring at the tithe reports.

“I’m going to get some klah,” she told Rezeirth wearily. What she really wanted was a hearty stew, but there wouldn’t be much of that, she knew. Klah would have to do.

In the Lower Caverns, she passed Aerella’s office, and was unsurprised but not exactly cheered to see the headwoman doing exactly what she’d just been at. She knocked on the woman’s door.

“Hey,” Aniese said, gesturing to the report. “Any luck?”
