a desert triumvirate of Hold, Weyr, and Mine. Thread's return and bandit raiding brought strife between weyr and hold, but the bandits' recent defeat has returned the region to an uneasy peace. Pertor stared off at the ceiling, completely zoned out as he scratched hard at the left side of his beard. He wasn't exactly sure why he was doing it. In fact, at the moment he was on complete auto pilot, so he didn't even think about why. The Masterminer just sat and picked and picked. It took a moment for him to register that the people gathered at the table were still talking to him. He closed his mouth and gave them a slurred and grumbled reply.

"I have a bronzehandler to manage things..." It was a hesitant reply. Clearly now wasn't a good time to be questioning Pertor about anything. Still, he continued to elaborate.

"There are ways to get whers to bond. We could capture wild whers, look for a wild clutch, get ourselves a female..." Pertor paused for a moment, suddenly fascinated with the clicking noise his flask made as he opened and shut it. "Crom can also send us grown whers or eggs, but we'd have to pay for those."

He took a moment to glance around at all of those gathered at the table. The Masterminer was starting to think that perhaps he could use a nap, and soon. A part of him was aware that there were questions he was missing, but he didn't have enough presence to ask for the Council to repeat them.

"Only a wher's eyes are photophobic. Shield them and they can safely go into the light. They aren't hindered without eyesight... And a skilled handler could easily train a wher to perform these tasks. They're required to carry people and goods already. The attacking is instinctual."

The meeting was proving really interesting. As he accepted the scroll from the Masterminer with a quiet 'thanks', C'as inspected the rough images and information. The idea was a really sound one, much as the thought of having whers attack and even kill people sent an unpleasant feeling coursing through him. Whers were not dragons, and yet it still felt off, somehow. Yet what else could be done? Dragons would not help harm humans. Whers could be utilized as a defense. Because that's what it was. Defense. The bandits were the ones attacking the Weyr, not the other way around. He pursed his lips and listened, watching the others in the council meeting to gauge their reactions. It seemed most were actually seeming contemplative of the matter. Again, it was a smart idea, no matter that it rankled a bit.

He agreed it was probably best to obtain a female; only if there were enough willing to bond, though. Yet they could sell the extra eggs and in turn bring in their own residual income, or have the miners put them to use. All in all it wasn't a bad idea. Yet how many would want to agree to bond a wher? So far as he knew there were only two persons at the Weyr who even possessed whers. Two women, and that was surely not enough. They would need to train, and be armed and defended themselves. No, two women was not enough. He cleared his throat, and waited until the Masterminer was done speaking, being sure he would cut no one off before asking in his usual calm and level tone,

"how many candidates for whers do we have, Masterminer? I may be mistaken, but don't we only have two handlers at the moment? Who is the bronzehandler you mentioned? I may know one or two from Igen who could be persuaded to transfer here." The few handlers he knew from Igen had agreed that they wished there were more to do, and he had heard two or three talk of transferring. So it was a possibility. He knew that there was a greenhandler, bluehandler and bronzehandler in the least that would likely agree to it. Question was, which were needed, and would they agree after all?

Rowan watched the exchange between the Weyrleader and Pertor. He couldn’t blame O’zen for not wanting a man whom was clearly not in his right mind, to be joining an important council meeting. It wasn’t long before Pertor was really setting the new Weyrleader in his place, and informing any and all that he was needed. The bronzerider listened, liking to know things, and apparently Pertor had something to share that they all needed to know. R’an stood to examine the scrolls that had been set down. He waited his turn to examine them more closely, ideas rolling through his mind over how the handler’s could be better equipped. The question was being raised to further add to his curiosity. The ideas that were being tossed around seemed feasible. He was still pondering over C’amryn’s mention of the handlers being armed, although. Perhaps the best candidate’s for the whers would be people that were already trained in some form in how to handle weaponry. He didn’t have much of anything important to contribute, just a string of questions, and foggy ideas that weren’t worth mentioning just yet.

”I agree with C’amryn,” he spoke up, feeling bold to have done so. He just couldn’t get used to the fact that his opinion at these meetings mattered. Everyone’s opinions did, it’s why they were all there. ”Having handlers that are trained in combat would prove to be more than useful.” The sooner they were trained and ready, the better. Who was skilled enough at the Weyr to be a suitable teacher? He didn’t know of anyone, likely someone else here might? Maybe if they knew that more than one person was thinking of the same thing, it'd be paid further attention to.

Rakoth paid attention for once, but perhaps that was only because they were talking about fighting. He may have listened more often that R’an thought, and merely kept his thoughts to himself. Finding this council meeting amusing? he asked the bronze beast.

Shush, I’m listening, he answered. Oh well, they could talk about each one of their findings later on. For now they could both listen.

Tis the season for santa dragons
The meeting was becoming quite interested and entertaining as time went on. The Masterminer was obviously not entirely there, despite a few brief moments where he actually made some sense and seemed aware of what was happening around him. Unfortunately it didn't last very long and he quickly slipped back into whatever sort of state imbibing large quantities of Fellis induced. He seemed an intelligent man and it was too bad he was not entirely with it. O’zen seemed to handle the man and the state he was currently in fairly well.

As a scroll was slid to her Zilla peered down with curiosity. She didn't know very much about Whers except they were used as guards and in the mines. The diagrams looked doable to her. She had never heard of Whers being ridden, but she could see no reason why not. As long as the Whers were willing. Finding or hiring a number great enough to defend the Hold would be the biggest problem. Training them and their handlers would take time. Hopefully they had enough.

She looked up as Pertor attempted to answer the questions put to him. He appeared to be fading fast. Much longer and the man would most likely pass out right at the table. hopefully someone would see that he got whatever sort of help a person in his condition needed.
