a desert triumvirate of Hold, Weyr, and Mine. Thread's return and bandit raiding brought strife between weyr and hold, but the bandits' recent defeat has returned the region to an uneasy peace. Now, a shipwreck on a forgotten continent and the decision to settle this rediscovered land has opened up a world of opportunity to Vaioa, if only they can handle the dangers.

Sh'ol had feared that silence would follow Aniese's call for ideas, but the dialogue that immediately ensued put him at ease, and he relaxed back into his chair to listen. K'thar's idea had merit, and even if Aniese voiced her worries about pushing injured riders and dragons too far, there was the fact that many times a dragon could be scored and the rider emerge unscathed, or vice versa. These uninjured halves of grounded wholes could work without overstraining themselves.

K'thar's suggestion stimulated more conversation over the South. It was a dangerous land, but rich, warm, fertile—and vast. Even without clearing jungle, there was plenty of viable farmland. And perhaps those more familiar with the South would know how to forage. Sh'ol made a mental note to ask Bervaidi, but he kept his thoughts to himself.

Wyn's suggestion surprised him. He looked askance at her—but then offered a brief smile of encouragement. As far as he knew, nothing had been abnormal about the falls at Fort, but he tended to trust Wyn's instincts—and her research.

But it received mixed responses from the rest of the council. Wyn's mien seemed to sour; she probably took righteous offense at the implication that she would neglect her duties as wingsecond. Trying to catch her eye, he sent her a conciliatory look. Keep it together, Wyn.

And still, he said nothing, even as N'myl confronted Wyn. It was enough to almost make him wince: a conflict between Coal's leadership, laid bare for this unusual council to see. He could hardly meet his wingleader's eyes. Why was N'myl looking at him like that? Had he done something wrong, too?

Sh'ol cleared his throat before he realized what he was doing. He flushed, but kept his head up. "N'myl is right, Wyn," he murmured, for only his wingmates to hear. This issue was Coal's; it was not pertinent to the rest of the room. "We should talk about this later." And focus on the task at hand, he might have added.

As it turned out, he did have something to say. Though, he wished he were not the one to say it. Swallowing to ease the tightness in his throat, he looked at Aniese.

"What about tithes?"

This was the question he had come for, desperate for an answer. This was the question his father wanted him to ask. This was the question his conscience required him to ask.

"I'm not sure how many of you have been out to the holds lately. Maybe I'm telling you what you already know, but it's... bad. We're watching our portions here; out there, people are starving. We are collecting tithes from people who have nothing to give." Sh'ol bowed his head, staring at the table. His hands, folded and hidden under the table, shook as his spoke. "I know the weyr needs to stay strong. I know we can't afford more losses. But...if we manage to forage enough, or grow enough food in the South, can we consider stopping tithes? Or at least reducing them? Temporarily, I mean—just until the holds recover," he added hastily.
