Biography: Born the third son of the Federation Supreme Chancellor, Valerian is the offspring to Arcturus Jugend, then General of the Solarian special forces Gebler, and Celestia Aingeal, a Federation diplomat, following a romantic union on the homeworld Icarus. He is the older biological brother of Mystearica and the younger half brother of Regulus and Romulus. When his mother realized she was pregnant, she resolved not to tell Arcturus, as she didn't want to distract him from his duties on the battlefield. Instead, she gave up her career in politics and raised Valerian on Nabudis, Fenril. Both Celestia and Valerian were granted sanctuary within Nabradia Castle by Marquis Halim Blesfeldt, one of the members of the reigning royal family of Fenril. Valerian spent five years of his childhood hearing stories of his father's heroics and his subsequent rise to the position of Supreme Chancellor. At the same time formed an unbreakable bond with Cassandra Blesfeldt, one of Fenril's future heirs.

When word of Celestia's birth to a young boy reached the ears of the Supreme Chancellor, he quickly flew to Fenril to make contact with his lover after a six year separation. Upon seeing his son for the first time, Arcturus was mainly displeased and surprised. He was also disappointed at Celestia for not telling him. Arcturus attempted to fraternize with Valerian but they had little in common, for the latter was raised away from the strict militarizing dogmas of his paternal lineage. He had grown accustomed to his interests in archeology. Determined mold his son into an ideal scion of the Jugend Family, Arcturus took Valerian to Fifth Jerusalem where he spent time under the watchful eye of his older stepbrother, Regulus. Arcturus strictly instructed Valerian in swordsmanship and marksmanship, the fruit of his labors often a failure. Disappointed, Arcturus saw Valerian as weak and unfit to bear the family name. Regulus, whom Valerian became close to, took it upon himself to teach his younger brother.

Kinder and more compassionate than his father, Regulus successfully connected with Valerian. Together, the brothers shared their interests in archeology and often set out on adventures of their own, much to the chagrin of their father. Valerian matured quickly when he took every lesson taught by his father and applied it to his adventures with Regulus, becoming a budding adventurer in the process. But despite his rapid improvement, Valerian was always under constant threat by anti Federation extremists being the son of the tyrannical Supreme Chancellor. Eager sharpen Valerian's fighting skills, Regulus instructed his bodyguard and renowned Federation assassin, Shinja Masamune, to teach all methods of fighting to him. Shinja declared Valerian to be his finest pupil since Regulus. At twelve years old, Valerian successfully protected his mother from an assassination plot concieved by members of the Antillian Liberation Front.

Due to Regulus's growing duties as Supreme Commander of the Federation military, the brothers were forced to separate with Valerian, his mother, and younger sister Tear going into hiding. Placed under Shinja's protection in the homeworld of Ostragard, Valerian secretly trained his biological younger sister, Mystearica, in the event that their father would summon him to Solaris. Though the two siblings were kept in a wealthy lifestyle, Celestia was suffering from an illness deemed as terminal by Federation medical scientists. Valerian used every ounce of knowledge and resources available in attempt to find a cure for his mother but to no avail. When the family was paid a visit by another of Arcturus's sons, Romulus, Valerian and Mystearica were informed that their father had granted them passage into Jugend Military Academy on Merkava. Though reluctant to leave their mother behind, the two ultimately agreed, under the condition that the military would cover their mother's hospital bills and find a cure as soon as possible.

Trained by the finest Gebler elites his father personally hand picked, Valerian grew into one of Jugend's top prospects. When the Gazel Ministry personally offered him an opportunity to join the Solarian Imperial Guard, he rejected them, much to the surprise of his peers. Valerian graduated at the age of seventeen and was drafted into Gebler. During this period, Valerian reunited with his childhood friend from Fenril, Cassandra. The two quickly rekindled their friendship, which eventually turned into romance. As Valerian rose through the ranks in Gebler, word that his mother was approaching her final hours reached his ears. He swiftly returned to Ostragard and found his mother on her deathbed. Celestia, grief stricken that she had not seen her son and daughter in years happily told them to become their own man and not to let their father control them. Those were her final words. Celestia was laid to rest at Nabradia Mausoleum on Fenril. On the day of Celestia's funeral, Valerian was appointed as one of the ELEMENTS, his tearful father telling him that he was happy his son had become someone he could be proud of.

Valerian suffered another tragedy when his brother, Regulus, sacrificed himself to achieve victory for the Galaxy Federation against the Kislev Principality. During Romulus's subsequent appointment as the next Supreme Commander, Valerian was nominated to become his second-in-command but declined in favor of his mentor at Jugend, General Bismarck Adamant. Regulus's subsequent death also caused his sister, Mystearica, to fall out of favor with their father. Though Tear begged him to leave the Federation, Valerian opted to stay reasoning that he will change the Federation from within. He declined to join the ELEMENTS on the hunt for his sister following her betrayal. When Romulus abdicated his right to succeed their father as the next Lord of House Jugend, Valerian was automatically placed next in line. Swearing on the grave of his mother, Valerian resolved to become something more. A worthy Supreme Chancellor, and a better man.
