Question: This has not been declared a wet race, apparently. So, do they still need to use hard and soft tyres?

I believe the answer to that is YES.
We also just saw race control saying DRS was now allowed, which indicate they do not consider current condition to be raining. Ergo => Both tyre types have to be used.
