You can add Toro Rosso to the list:
“Toro Rosso will start the winter testing in Valencia on 1st February and we are planning to do it with the STR5,” said a spokeswoman from Toro Rosso, reported by the GMM news agency.

No info yet though if the Faenza based team will launch their car before then in a media event, or simply show it to the media during the actual testing session at the circuit like Williams F1?

Interesting to observe that this season being 'on their own' Torro Rosso will launch before Red Bull, who they otherwise always had to wait for to get their design pieces. <thumbsup>

Red Bull confirmed they will skip the first test of the off-season at Valencia because they need more time to develop the RB6, so we will have to wait and see for them.
