Actually, the third car idea was once proposed by a few teams for the last couple of races way back in 1990 if I remember rightly. Why not allow the teams a third car anyway? Surely it's cheaper for an existing couple of teams to put a third car each on the grid then start up a new one....?

I've no time to read it all... have FOTA agreed on the Budget cap? It'll be hard on the teams submitting entries for 2010 if that cap goes up...
