Has to be 25 seconds. The penalty for not giving the advantage back when cutting the course has always been a drive through as far as I can remeber. The FIA get blasted for not being consistant enough already!

To my knowledge, every "chicane-cutting" incident that has been punished, has been punished with a drive-through penalty (or a stop/go penalty, before drive-throughs were invented). After the race, the replacement for a drive-through penalty (as specified in the regulations) is a 25-second time penalty. By giving Hamilton a 25-second penalty, the stewards were only being consistent. <blink>

True, they are consistent with the fact that any drive through penalty that could not be taken during the race is punishable with a 25 second time penalty. They are the rules. But that doesn't stipulate whether a penalty is actually warranted or not.

Correct of course, but the question is which one the stewards should have imposed, given the choice. For the sake of consistency, it should have been a 25-second penalty.

Whether or not a penalty should have been applied at all is another question entirely, and one that is unlikely to be resolved among fans for a very long time indeed.
