To the tech people on here.
Who are the stewards?
what is their organisational structure?
who hires/fires them?
Does FIA play any part on their decisions during a race and how do they do that, is there a representative at the track?
Does each track have its own stewards or do they fly in like referees for international football games?
Tried to get a link, but only got news reports on Lewis.

Additionally, the clerk of the course must be in race control and in radio contact with all marshal's posts during these times.

So in answer to your question Steel, two of the stewards for each race are appointed by the FIA and one is nominated by the host country for that Grand Prix. One of the FIA stewards is permanent as of 2006 (where "permanent" means that they are present at every race for a whole season at a time), which was aimed at increasing consistency.
Although two stewards are appointed by the FIA, decisions they make are not influenced directly by the FIA. To put it another way, the FIA make the rules and the stewards enforce them, and to some extent these two bodies are separate from one another. The FIA is in control of the appeal process, however, so now that McLaren have appealed the FIA have the power to overrule the stewards of any particular GP.

A person or persons assigned to a racing event so that there is someone available to be blamed for anything or everything.
Or so it seems to Stewards.

Stewards for Spa were Nicholas Deschaux, Surinder Thatti and Yves Bacquelaine
