I don't see why. Still we can but hope that this patronising rubbish rubs enough FIA members up the wrong way to vote him out. Doubt it though.

Yes he is. This is obviously damage limitation and a a partial explanation of why he thinks he was framed.
The text of the letter clearly indicates that there is a major power struggle happening in the FIA at present.
I don't actually think that any of the F1 teams are involved, but other commercial interests. Banks, Bernie and god knows who else. I also think that MM needs the extra year to cover up or other ways to avoid answering some very difficult questions which his succesor might unearth
