Isn't there a theory that success in football is largely cyclical and based around just a few top teams?

Williams... I can't see that anytime soon... but Renault broke the cycle and BMW are looking strong lately.

That said ..... I still see no reason that Williams cannot become successful again, perhaps not in the very short term but not long after. I don't think it's inevitable but equally I don't think its impossible by any means.

My reasoning is that they already have an infrastructure as good as anybody's in F1, with wind tunnels and CFD computers. Maybe they are budget-constrained but if they could continue to improve year-on-year they still have one of the biggest names in F1 and should/could manage to increase their budget year-on-year.

Renault proved that you can win in F1 without the budget of the biggest teams, what you can't do without though is the right people, and this is where I think Williams have suffered the most over the post decade or so. In particular Williams seem to have suffered from an aero team that has not been up to scratch.

Hopefully that period is behind them now and they will be able to continue to recover some lost ground.

I personally don't think Williams will ever win another Grand Prix, let alone challenge for a championship. Their glory days are over. Although Renault's budget was dwarfed by that of McLaren and Ferrari, it was still worlds ahead of what Williams are operating on, so there isn't really a comparison to be made there.

Sadly, the only way Williams will be competitive again is to gain the support of a manufacturer. Unless there is a sea change in F1, in which the sport becomes less manufacturer-friendly or the manufacturers actually leave, Williams will be a midfield team at best. Unfortunately I don't see said sea change happening any time soon.

Williams will be back but only with a major tie up. Now that Toyota are looking better with their own team, that option will disappear. May be if Ford want another crack at F1, they could result williams but, in their current financial condition, that is unlikely too. May be VAG under one of the various brands they own?

I don't think we will see any new manufacturers enter F1 in the foreseeable future. As I have said before, with the global credit crunch looming, the future is bound to look a little bit bleaker for car manufacturers than it did in the early 2000s, when most of the manufacturers rekindled their F1 programmes. We are more likely to see old manufacturers leave the sport than any new ones join, IMO. That in turn is bad news for Williams if they want to start winning again.
