Who deserved to make it in F1 but didn't?

I was just scanning through the Autosport website and reading some past articles from Nigel Roebuck, and during one article he mentions drivers whose talents never really blossomed in F1 compared to their lower formulae success. In it he mentions Johnny Herbert, Jan Magnussen, and Michael Andretti, but who else failed to live up to the hype and expectation?

In recent years Jan Magnussen is the obvious choice, although Stewart didn't exactly give him the kind of equipment he needed to excel. Takuma Sato, too, was very impressive in F3 but has never shown the same promise in F1.

Dare I say Liuzzi? He looked very impressive in F3000 but hasn't made the grade, not yet at least.

Montoya turned into a disappointment although he did win a few races. I suppose you'd have to add Jenson Button onto that list too.

As a bit of a wild card I'll go for Barrichello as well. He came into F1 very young (at the time) and got that pole at Spa in the wet in a Jordan, looked pretty impressive but when he finally got in a good car he never really troubled Schumacher. Although in certain situations that would've been hard.

I think it's a bit of a confusing point for discussion.

Somebody like Luizzi may have done well in lower formulae but hasn't really been givne much of a chance to shine, however, he didn't show anything over his team mate so relatively speaking he hasn't performed.

Many others however are recognised as good drivers who've proved their worth and place in F1.

Is Barichello a dissapointment, more so than Michael Andretti. Andretti was embarrasing to watch in his brief fling with F1. Johhny Herbert also left F1 with a great deal of credibility and while they may not have succeeded by winning, they certainly have no reason to retreat with their legs between their tails. Er you know what I mean.

Montoya Button Barichello Herbert....lived up to expectations...yes

Luizzi Andretti.....No

Hamilton yes
Kovalainen No er I mean yes er I dunno.
Rosberg too early to say though didn't make the impact everyone anicipated he would. Car or drivers fault?
obviously this isn't definitive but I think the question parameters should be clearer.

But don't forget he finished fourth in his first F1 race a little while later.....

Basically the crash smashed his legs to bits. By all accounts, he only realised just how bad the damage was when a marshal saw his legs an threw up! Apparently he had to convince the doctors not to amputate.....
