Actually no, he's absolutely in the right. He's riding on part of the Brooklyn Bridge bike path in that video. That particular section is notorious for being poorly marked, which is why there are so many people, but just as cyclists can get ticketed for riding outside of bike lanes in NYC, pedestrians have a responsibility not to completely obstruct bike traffic.

Can you imagine getting a ticket in NYC for riding outside of the bike lane when it's full of parked cars, UPS trucks, construction equipment, turning vehicles and jaywalkers? Because there's a video of that shit too, and it has several million views on YouTube.

Stay in your lane, or else get ticketed. But everyone's allowed to block that space and indefinitely. But stay in your lane, or else get ticketed.

Look at the comments section of that video. The reaction's not as clear cut as you're suggesting it is.
