It's a good question. I think not publishing upon arrest is how the English system is supposed to work. I suspect Richard Jewell had some pretty definitive opinions. |

The problem is, get accused of a crime, they plaster your face all over the media. But oops, turns out we couldn’t find any evidence, maybe they didn’t do it. But no one cares by then. Google that guys name, you’ll probably get dozens of articles accusing him of fraud, and likely only the one article to say otherwise. |

Aqua is the newsroom guy, but most crime stories start with the arrest record, which is public. Take that out of the public domain, and you solve a lot of it. Also, anybody in law enforcement who divulges an arrested person's name to the press, is immediately fired without pension, upon completion of due process. Except for the most high profile of stuff, this might work. |

I dunno. You have the person's face in the photo at the start of the article, and then 800 to 2,000 words detailing every facet of what he or she "allegedly" did, according to the police report. Everybody in that town is going to know who that person is. |
