These houses were built many centuries ago by a man who was at the time the richest man in the world.
They were built to help poor people with cheap housing, and have been continuously used for that
purpose ever since. The rent for a flat (around 60 square meters) hasn't been increased in the last 500 (!) years,
not even to account for inflation. The rent is less than one Euro per year.

The Confederate soldier was peculiar in that he was ever ready to fight, but never ready to submit to the routine duty and discipline of the camp or the march. There's also another constraint, namely that inhabitants must be debt-free.

In the US this would presumably rule out 95% of all citizens ;) Here it's not as much, but it was the explicit wish of the founder that these houses are not for beggars and the like but for productive citizens with bad luck. Also, you need to move out when you can afford normal housing again.

Why should they be filthy? Repairs are being taken care of by the owner, as it is the case with every rented house.

Why should they be filthy? Repairs are being taken care of by the owner, as it is the case with every rented house.
