The pace of innovation is so outrunning what the government can do. I have trouble conceiving what "good" regulation would look like as the temptation would be to make it all encompassing and legislating morality. Retail healthcare is already here. Whatever single payor could be it would be nothing like people would imagine. Healthcare won't change much for the boomers but the shift will be like what happened in the shift from defined benefit to defined contribution programs with a catastrophic safety net for the really complex stuff.
