Concerning the IAEA’s reporting on this issue, the Institute report said the IAEA was being forced to use “convoluted and potentially deceptive language.”

And it's not the same as being compliant.
It boggles the mind that the Trump administration certifying to Congress that something is in compliance is not the same as being compliant.
