Right. So it is illegal, enforce the law.

I have no problem with "recreational" use, since I won't anyway.

Why doesn't congress pass a law to make it legal?

The US ceased being a federal republic when Lincoln and the republocrats denied the Confederacy its right to secede and invaded the south. Since then it has been a republican Union with ever slowly eroding subsidiary rights - mind you, in some instances probably for good reason. The power goes to the union bosses in Washington. The current reactionary populist and his minions in Washington are finally going to consolidate that centralist power.
