Previous ten-year deal was $3.1 Billion per year, and Israel got to spend some on it on Israelis' own military stuff.

This new ten-year deal is $3.8 Billion per year, and Israel only gets to spend that on our military stuff.

The Confederate soldier was peculiar in that he was ever ready to fight, but never ready to submit to the routine duty and discipline of the camp or the march.
