Just because something is not in the Constitution doesn't mean it shouldn't be. That's why we have ammendments. I'm not saying I support the Dept. of Education, but one wonders what the founding fathers were thinking back in those olden days. Education was not a big formal todo then.

Do we need a Department of Education? What the hell do they do anyways?

But until it is, it isn't.

I can't substantiate this, but I have a vague memory of having read that the DOE is mostly a self-sustaining entity. That is, most of its budget goes to sustaining and (maybe) perpetuating itself.

That's exactly right. And the Tenth Amendment explicitly says, "What is not here, is up to the states."

Who said that?
Nobody did, I just asked a question. All this talk of Constitutional this and that sometimes tends to obliterate common sense.

There's no mention of lead paint and asbestos in the constitution, but that doesn't necessarily mean there shouldn't be federally legislated rules to stop people using it in schools.

I'm kind of torn over this question. I see the obvious advantages of devolving power away from federal government, however I also think there should be minimum standards that are applied across the country in a number of cases.

I grew up in a small country, where a great deal was mandated nationally, which makes sense in a country that size, so I tend to approach things from that perspective. I guess this may not always be appropriate over here.

It's not wasted, it is a vote for the candidate they aren't taking away votes from.

An independent candidate siphons votes away from the candidate they are ideologically closer to. In this example, votes for Johnson will be peeled from likely otherwise Republican voters, increasing Hillary's chance of winning. You are essentially voting for Hillary.
