You can use unaffordability as a reason to shop on the exchange during the off season.

I did it last year when my rates went up like that.

Just say you can't afford it that's all it takes there is no definition of affordability other than you say it is not affordable. At least that is how it worked for me.

They really want people to use the exchange they make it easy. After you sign up they will beg you to let them pay for your insurance. I didn't let them.
