We insure a lot of places in Asia, and there's real resistance against spending the money needed to provide adequate fire and storm protection. Getting them up fast and having them look real flashy is generally considered more important.
What do you mean "we", have you got a mouse in your pocket?

There's a fair amount of resistance in Europe, too, but that's more because it's very expensive to retro-fit a good sprinkler system into an old building. The US is way ahead in this regard.
