Mr. Cuomo, the father of Andrew M. Cuomo, who hours earlier on Thursday was inaugurated for a second term as governor, led New York during a turbulent time, 1983 through 1994. His ambitions for an activist government were thwarted by economic recession. He found himself struggling with the State Legislature not over what the government should do but over what programs should be cut, and what taxes should be raised, simply to balance the budget.

He gave a commencement address one year when I taught at Colgate. Afterward, a group of us were walking back toward the main campus and chatting about Cuomo. One of my senior political science colleagues remarked that Cuomo's talent for articulate but somewhat pompous rhetoric was almost as good as the current occupant of the White House (Reagan). Well, unbeknownst to us Cuomo was about four feet behind and listening to our conversation. We heard a booming voice behind us say, "Nah, I'm much better." We turned and saw the governor smiling and laughing.

I remember his 84 key note address. I was not yet 16, watching it in my friends cottage in the 1000 islands, on a summer vacation. Actually I remember one line of his which stuck me as a little odd at the time and still does. He described himself as being the governor of "the greatest state, in the greatest nation, in the only world we know". That last bit seemed curious to me.

I always thought he made a mistake turning down the Scotus seat, especially given that he lost the election in 94. Though from reading the obit it sounds like he didn't really want the job.
