I have to admit I support this, as convenient as the plastic bags are.

HOLY CARP!!!
In Ontario, you have to pay for plastic bags virtually everywhere. Walmart is one of the few places that gives plastic bags for free.

Who single uses them?

We use then as cat box disposal bags.

Under the law, stores will be required to offer customers recycled paper bags or bags made of compostable material at a cost of at least 10 cents. Consumers buying groceries using California's food-assistance program won't have to pay for bags.

Why should they pay for anything at all? Why are bags special?
The Confederate soldier was peculiar in that he was ever ready to fight, but never ready to submit to the routine duty and discipline of the camp or the march. The soldiers were determined to be soldiers after their own notions, and do their duty, for the love of it, as they thought best. Carlton McCarthy

I agree.

Add the cost of paper bags to the current pricing structure, and go from there...

Just bring a wheelbarrow to the store.

You will soon need it anyway just to bring the money required to fill it.

I just returned a big bag full of plastic bags to the bin for them in the entrance to a local super market last night. It included grocery bags along with other bags such as the plastic sleeves my newspaper deliverer puts my paper in when the weather is bad. I keep a bag on a hook in the pantry to receive them and when it's full, cack they go. I guess not enough people did that, although it seems like a trivial exercise to me.
