I have no idea why folks continue to build in flood zones, have their lives disrupted every few years, and then expect everyone else in the nation to buy them a new house.

Neither do I. But we do.


Though in fairness NYC doesn't flood every couple of years, at least not historically. Its not quite the Mississippi flood plain or FL/Gulf Coast.
