Good sign. Basically tells the Canadians and the world that its going to happen. THey knew that, but this tells them it won't be overly delayed.

AFAIK, the southern portion of the pipeline was not controversial. It's the northern part that the environmentalists objected to.

Also it's been almost a month since TransCanada said that they're building the southern portion of the pipeline.

Cool, I missed that a month ago. To me its significant that they make it public that the ultimate decision was never in doubt.

Of course I knew it was never in doubt, but its nice to see public confirmation, whether that happened today or a month ago.
