If you think the American press is scummy....

I heard somewhere the reason the British press has to be more aggressive is they don't have the Constitutionally-guaranteed freedom of the press that the US has.

Anything to that?
I don't think so. The News of the World isn't really a newspaper, it's more the equivalent of the National Enquirer.

The freedom of the press in the US and UK isn't really that different for practical purposes when it comes to scummy stories - the only real difference is in areas that impinge on national security and are covered by the Official Secrets Act.
