Desalinization is nice, I'll add a few more things:

1. Strict regulations and strict enforcement of water-related environmental protection laws. Don't f* up existing water resources.

2. Conservation, get it in people's heads to treat water as a precious and valuable resource. Use water is a smarter way (e.g., the Purple Pipe system)

3. Infrastructure maintenance and development. Today, we replace the pipes of our water distribution infrastructure at the rate of once every 130 years ... this is nuts -- the pipes leak/break, and you waste and/or contaminate your water supplies, essentially discounting your water resource. So step up the resource allocation for water distribution infrastructure.
