I don't think the point that it's some kind of conspiracy makes sense, however you do have to question the common sense of diverting food production over to fuel.

there is a role for farm subsidies to ensure the food supply to a nation. what that is might be debatable but the principle itself is sound in terms of the public good.

Politicians can't afford to lose the rural vote in States with low populations, a large number of whom work in agriculture. Similarly, they can't afford to lose the urban States with large populations who all want to buy lots of Chinese stuff cheap.

I don't think subsidies are needed personally...
I'd rather see tariffs on imported food than subsidies on local food if cheaper food from other countries is indeed the problem. Make that a source of revenue, rather than source of expenditure.
