GPS is one way to get timing/location info, cell tower signal triangulation is another, WiFi signal triangulation is yet another, broadcast TV signal triangulation is yet another. The later three involve data compiled and services provided by private commercial entities, and hence justifiably require additional fees. GPS is the only "free" option because the satellites' operations are funded by the US tax payers. Even then, there is such a thing called "Assisted GPS" where the "assistance" involves data/services provided by some private sector for-profit entities that may, again, justify additional fees.

Ax: True enough - though most direction utilities will only place you on a map with non-gps location technologies, as they're nowhere close to as accurate as GPS.
As you said, GPS is free, and I'm not aware of a carrier who charges for accessing the GPS unit in your phone, only for accessing their navigation software. Most carriers however include GPS in their unlimited data plan, so it's probably 6 of one, 1/2 dozen of the other.
