Really? The filibuster is in the Constitution? Wow, I'll have to go back and read that document more carefully. I always thought that legislation could be passed with 51 votes in the Senate, under the Constitution, and that the filibuster was an arcane and recently overused Senate rule that had no Constitutional force behind it. Silly me. |

Did *I* say filibuster? Nope. What the representative is referring to is the "Slaughter Solution." A rule change that will allow the House to "deem" the Senate bill passed without actually voting for it. They just have an up-or-down vote on *the rule change.* |

It is the House that wants a rule change ... to avoid the Senate filibuster of the Republicans. Let the Republicans promise no filibuster. The rule change would go away. |

Why? The Senate has passed a bill. They can do so again via reconciliation. They've declared their intention to use that strategy if necessary. So can the House, which has also passed a bill. All they need is a simple majority, which is what they've been saying all along. But now, that majority seems to be in doubt. So, we'll sidestep the Constitution (which calls for a vote on bills) and just change the rules. |

They'll vote. They just need to avoid the procedural mechanic of going back to the Senate for a second vote on a revised bill, since the Senate Republicans don't really care about anything other than blocking it. There will be a vote, though. Unfortunately for your side, structured in a way to get what the House and Senate agree to, but designed to prevent the Republican minority from putting procedural roadblocks in the way of an up-or-down vote. |

There is no "revised bill" if there was it would be subject to filibuster in the Senate. That is why the House has to pass the Senate bill as it stands but they just don't seem to have enough votes to do even that hence the arcane Rules Committee shenanigans. Sometimes it is not the Republicans who are at fault. They have absolutely nothing to do with what is going on here. |

Sure they do. No filibuster threat, none of this would have to happen this way. They can't wash their hands of it. They are gumming up the works, so the Democrats have to find a way to make the rules work for them. |

What are you talking about? There is nothing to filibuster. Pass the Senate bill in the House and it gets signed into law. What is so hard about that? Oh yeah, there aren't enough Democrats who will vote for it. |

The House wants changes to the Senate bill. And the Republicans will not allow an up-or-down vote on any changes to the Senate bill. They'll filibuster it. So it has to be done through passage of the Senate bill and then reconciliation. But you already know this, so one wonders why you are posturing. You don't normally pretend to ignore reality like |

? The Democrats have a bill right now that passed the Senate but House Democrats won't vote for. You are complaining that Senate Republicans won't let them make changes to the Senate bill they would not vote for before that they would not have voted for the first time around and now it is all the Republican's fault that the Democrats can't get enough Democrats to vote for the Senate bill that the Senate Republicans also opposed the first time around. Have I got this right? |

These so-called obstructionist tactics are clearly within the rules. It is not so clear that what the House is attempting is. Making end runs around established rules is not something you should be willing to embrace. Not unless you think Democrats will always be in the majority. |

I think the filibuster has run its course over the last decade. What was originally a tactic used with great restraint has become a commonplace, everyday tool. The Constitution does not say that sixty votes in the Senate is a requirement to pass legislation. When the filibuster morphs into a universal sixty-vote requirement, it's time for changes. No matter who is in charge. |
