The Sears Tower looks higher than the Petronas towers. Why do the antennas count in the latter but not in the former?

The two sticks on top of Willis (Sears) Tower are "antennas" (or "antennae"). But the pointy tops of the Petronas Twin Towers are "minarets."

That's how certain organizations justify ranking the Petronas Twin Towers higher than Willis (Sears) Tower.
