Maybe I just misunderstood you - explain how what he did is a threat to security if the sites are already closed. Do you really think the mere existence of the sites is a deterrent to Islamist terrorists?
It seems fairly obvious that not telling your enemies anything about what you will or will not do is a pretty good plan.

It seems fairly obvious to me that Islamist terrorists who sign up to die a fiery death for their cause are not likely to be deterred by the existence of black sites.

Anyway, I'm curious if JB thinks otherwise.

Unless the policy decision was made because it was thought that Islamist terrorists who sign up to die a fiery death for their cause are not likely to be deterred by the existence of black sites, I don't see the point of that conjecture.

And if the policy were made because of that conjecture, it would be a really dumb reason to set a policy.
