All aircraft carriers returning to base after a mission have this banner on it. Bush didn't put it there. The "mistake" he's talking about is standing in front of it while he gave his speech. I guess he assumed at the time that people would have enough sense to recognize that, and in hindsight realizes not that in fact, many people didn't have enough sense to recognize it. Just like some don't have the sense to comprehend his reflections on the situation.

Let's try this again, because your explanation makes no sense. READ HIS WORDS ... does he say that it was a mistake to stand in front of it? No. HE SAYS IT WAS A MISTAKE TO PUT THE SIGN ON AN AIRCRAFT CARRIER.

Putting ... a banner ... on an aircraft carrier ... was a mistake. Not standing in front of it ... putting it on an aircraft carrier in the first place.

Having seen scores of aircraft carriers return to port from deployment with my own two eyes, no, they don't. In fact they almost never do. In fact, they rarely turn out on deck in dress blues anymore, either. It seems they only do it now if some VIP or the media is going to be there to meet them.
