At any rate, here is Obama's outline of areas he plans to address in the context of homeland security:

* Defeat Terrorism Worldwide
* Prevent Nuclear Terrorism
* Strengthen American Biosecurity
* Protect Our Information Networks
* Improve Intelligence Capacity and Protect Civil Liberties
* Protect Americans from Terrorist Attacks and National Disasters
* Protect Critical Infrastructure
* Modernize America's Aging Infrastructure
And here's the link to his website for the details. Nothing there about a national civil defense force. I think it's pretty safe to conclude that he was referring to the people that would be necessary to carry out the goals enumerated above.
Listen to the video again (or for the first time perhaps).

How is a group of unarmed citizens supposed to Defeat Terrorism Worldwide, Prevent Nuclear Terrorism, Strengthen American Biosecurity, Protect Our Information Networks, Improve Intelligence Capacity and Protect Civil Liberties, Protect Americans from Terrorist Attacks, and Protect Critical Infrastructure?

Those are all commendable things -- which Bush has been ably doing for the past 8 years -- but that is clearly not what Obie is talking about.
Just quoting it so that, in a few years, you can follow LD's fine example by printing it out and eating it.

Kathy, as much as you would like us to be all worked up and hyperventilating as it feeds into your notion that we would behave no less badly than you when our guy loses, I am really not worked up over anything and your assertions to the contrary are rather irritating. Not even. I think it's quite obvious (although hard to tell when one lifts a 30 second segment from an entire speech) that he's talking about the gambit of homeland security.

I think everyone knows how woefully inadequate our present Homeland Security is. This is obviously what he's addressing here. We've got the Heckuva Job Brownie debacle, the nonsensical airport security screening measures (there's a great article in this month's Harper's outlining how utterly useless they are, in spite of the huge expense and inconvenience), the huge problem of infrastructure that's not being addressed, and on and on. This is what he's talking about folks - and it's gonna take a lot of civilians to carry it out, many of whom are already employ, no doubt, in various aspects of the present Homeland Security system.

Criminy, I hear his quote and the thing that pops into my mind is Homeland Security. I wonder if any of these reactionaries were moaning about fascism with its implementation. What a bunch of sorry Chicken Littles.
Here's one shining example.
I was referring as much to the right wing blogs I pulled up when I Googled. But, honestly, that *is* the tenor of this thread. Take a deep breath . . .

Since there is no other mention anywhere of such a force, not in his extensive policy statements nor in any speeches any of these bloggers have managed to dredge up, yes, I would say that is a pretty darn good conclusion. He, no doubt, used the word force in the same sense of the term work force. When someone has been stumping as much as Obama has for the past two years, I'm sure it's pretty easy to go cherry picking for 30 second segments that can be twisted into all sorts of scary conflagrations if one is imaginative enough.

Furthermore, a lot of people have been bemoaning the fact that so much is being spent on the military when the real terrorist threat is here on our own soil. This little snippet is consistent with that very common and bi-partisan notion.

I am not twisting anything. I honestly don't have a clue what he meant by that and I am perfectly willing to believe he was choosing his words to target whatever particular group he was speaking to at the time. I don't see anything to get worked up about here until he puts in the order for the 20 million brown shirts but it was a remarkable statement its face.

Yes. Check out the link. Check out his website. Check out his book, Audacity of Hope. Here are a bunch of excerpts from the book on the issue of Homeland Security. I don't of a presidential candidate who has written so extensively on his policy positions. Do you? I see nothing, anywhere about a "national civil defense force" except in the silly 30 second clip circulating on right wing blogs.
