Be careful that you don't think of this as post hoc, ergo propter hoc. It could just mean that the Republicans were just a whole lot more efficient. (I'll leave it to you to determine at what.)

Congress' embarassing record over the last couple years when it comes to hours logged is horrible. There absolutely should be a minimal time of active participation (and a maximum time of campaigning) while in office.
