This article just re-iterates how completely unprepared we all were, NORAD included, for the attacks that occurred on 9/11. The concept of terrorists using airliners as flying bombs rather than holding passengers hostage, as had always happened in the past, was just not something in NORAD's mindset, and the military should have been upfront about admitting that; I don't think anyone would have really held it against them for not anticipating such an inhuman, barbarous act.
It was a confusion of ideas between him and one of the lions he was hunting in Kenya that had caused A. B. Spottsworth to make the obituary column. He thought the lion was dead, and the lion thought it wasn't.

I thought the NEADs team came out quite well, given the context--budget cuts, outdated equipment, etc.

That was one of the positives of the article IMO: these are good, conscientious people who rose to the occasion and performed exactly as we might have hoped.

Let's also hope that some of the goofy rules, inconsistent use of reporting mechanisms and chains of command got fixed after the 9/11 Commission and further investigations. I honestly don't know if that's the case.
