Oregon Tests Mileage Fee against old Gas Tax

Oregon -- Over the next ten months, volunteers are testing a plan to replace the Oregon gas tax with a mileage-based fee. A group of 280 participants will carry global positioning devices in their vehicles which will record the miles driven in the state. When the drivers fill up their tanks at designated gas stations, the GPS device will transmit the information to the pump, which will then charge them based on the miles driven, and subtract the gas tax.

The popularity of hybrids and other fuel-efficient vehicles poses a risk to gas-tax revenues that pay for building and maintaining roads, said Jim Whitty, who is overseeing the project for the Oregon Department of Transportation. Aggressive marketing of hybrid and fuel efficient cars will lead to a permanent decline in Oregon gas-tax revenue beginning in 2017, according to one estimate.[emphasis added]

The mileage-fee pilot project was organized by Oregon State University Engineers. The plan is simple for drivers and service stations, inexpensive, and protects the privacy of motorists.

One problem:

I have no problem taxing hybrids on a mileage basis, but the heavier the vehicle, the more wear on the road - which is why semis are taxed at a much higher rate. Since most econoboxes are realtively light, their taxation rate on mileage alone would have them paying for more road that they are wearing out.

:cursing: Damn it. This really chaps my a$$. You try to do something good for this country by buying a hybrid to reduce the countrys dependence on foreign oil and some damn bureaucrat finds a way to stick a broom handle up your back side and break it off.

The reality of this for me is it will be a cold day in hell before I let a gps unit be installed in my hybrid. I'll sell the damn thing first. :ph43r:

Yes if Einstein in his Ford Exploitation and I drive the same miles we will be charged the same tax per gallon.
But Einstien needs more gallons.

A 10 gallon fill up takes me 650 miles.
Einstien has to fill up TWICE (30 gallons each) to go 650 miles.

We both paid the same use tax per gallon for 650 miles driven, but Einstien bought 60 gallons to my 10.

Or am I not understanding this?

You're right.

But if we take the bonehead's view of the world, it's actually disadvantageous for the United States to improve car mileage, because it would reduce the amount of money we take in in the form of gas taxes.

Oh, the horror! Talk about single-issue thinking. I can't believe someone is seriously thinking of doing this. I mean, if you follow that logic then we shouldn't be driving American cars, because if we can get everyone to drive Euro and Japanese cars, there is a bigger tax/tariff base and we get more money.

Money, money, money. It trumps common logic and ethics, apparently.

Wait a minute.
I think I'm wrong.

When I pump 10 gallons after going 650 miles and the Exploitation next to me pumps 30 gallons after going 325 miles he pays a LOWER tax per gallon because he drove fewer miles.

Gas prices are controlled by market forces. Taxes have no such limits.

This is a stupid idea. We should tax undesirable behavior (driving gas-guzzling SUVs) and reward desirable behavior (driving fuel-efficient vehicles).

I wouldn't mind a sliding tax where every car has a code based on its EPA figures (Kenny would probably want it based on his latest mileage triumph) where the code is entered at the gas station and the appropriate tax is levied.

I know that some people need the big rigs (but a fuel efficient Subie Forester hauls the same as a Hummer H3 I think) but the damage to the roads/environment/economy should be shouldered by those that contribute the most to the problem.

You know that KB, driving his biofuel Golf, pays nothing in gas taxes!

Anyway, you mess w/the gov'ts tax flow and they'll find away around it. I just wish my Alma Mater was not involved.
